The contractor will manage HAZMAT inventory and provide supply support functions at designated Hazardous Materials Minimization Centers across Naval installations in Southwest California, Nevada, and Arizona. Key requirements include maintaining 99% of items from the historical demand list, providing electronic Point of Sale capabilities, achieving 95% inventory accuracy, and complying with extensive safety and regulatory requirements. The solicitation will be evaluated using a best value tradeoff approach based on Technical factors (Technical Approach and Phase-In/Out Approach), Past Performance, and Price. The proposal due date has been extended through multiple amendments to September 19, 2025, with the current ordering period scheduled from December 1, 2025 to December 2, 2026.
This opportunity is designated as a Total Small Business set-aside and specifically targets contractors that employ severely disabled individuals at a rate of at least 33% of their workforce as part of a demonstration project for contractors employing persons with disabilities. The contract structure includes a six-month base period with a six-month option period, with individual task orders ranging from a $1,000 minimum to $500,000 maximum, and a total contractor maximum delivery value of $1,169,715. The contractor will generate revenue from HAZMAT product sales at no cost to the government, with pricing terms including a markup not exceeding 15% for Defense Logistics Agency distributed items. Primary performance locations include Naval Base San Diego, Naval Air Station North Island, Construction Battalion Center Port Hueneme, and Naval Air Weapons Station China Lake, with standard operating hours Monday through Friday from 0700-1600. The market basket includes over 90 line items predominantly featuring lubricating oils, batteries, adhesives, coatings, and cleaning compounds essential for military equipment maintenance operations.
