About this opportunity

The U.S. Customs and Border Protection (CBP) is conducting market research through a Request for Information (RFI) for hazmat extraction and containment services in Florida, Georgia, and South Carolina. The services involve 24/7 emergency response to extract and contain illegal contraband from various conveyances including vehicles, aircraft, and watercraft, with contractors required to respond with a minimum of two qualified technicians per callout. Key requirements include program management, readiness operations, extraction and containment of hazardous materials such as fentanyl, methamphetamine, and drug precursors, plus cleanup and decontamination services. Contractors must submit a 15-page Capabilities Statement by 5:00 PM EST on August 6, 2025, addressing company experience, NAICS codes, labor categories, hazardous material certifications, 90-minute response capabilities, technology methodologies, and preferred contract pricing formats. The evaluation will focus on contractors' ability to provide qualified personnel with specific certifications, maintain strict safety protocols, and comply with federal safety regulations while providing detailed documentation of each service incident.

This opportunity has no set-aside designation and no incumbent contractors are identified in the available documentation. The contract structure is anticipated to be either a Blanket Purchase Agreement (BPA) or Indefinite Delivery Indefinite Quantity (IDIQ) contract with task orders, featuring a one-year base period and four 12-month option periods. The contract is expected to begin on January 15, 2026, providing nearly five years of potential service delivery. No specific award values or budget ranges are disclosed in the RFI materials. Technicians must possess at least six months of experience and appropriate hazardous materials handling certifications, with the contractor responsible for providing all necessary personal protective equipment and maintaining 24/7 availability for emergency response situations throughout the three-state service area.
