About this opportunity

The Department of Energy's National Nuclear Security Administration (NNSA), through its contractor Mission Support and Test Services, LLC (MSTS), is seeking a Treatment Storage and Disposal Facility (TSDF) to provide comprehensive hazardous waste treatment and disposal services. The procurement encompasses the management of multiple waste streams, including hazardous waste, polychlorinated biphenyls (PCBs), Department of Transportation-regulated hazardous materials, universal waste, and non-regulated waste generated at the Nevada National Security Site (NNSS) and the North Las Vegas Facility. The selected subcontractor must possess the capability to handle multiple shipments annually and provide all necessary management, personnel, and materials to treat and dispose of nonradioactive waste in compliance with applicable local, state, and federal regulations throughout the Continental United States. The pre-solicitation was posted on March 19, 2026, with responses due by March 30, 2026.

This is an unrestricted procurement with no set-aside designation applied. The current contractor operating the NNSS is Mission Support and Test Services, LLC, though the actual hazardous waste treatment services will be provided through a subcontract arrangement. The notice does not specify an award value or budget range for this five-year subcontract opportunity. The contract term spans five years with multiple annual shipments anticipated, indicating a sustained and recurring demand for waste treatment and disposal services. All work must be performed in accordance with Department of Energy and nuclear security protocols while maintaining compliance with environmental protection standards across multiple facility locations, including sites in Nevada, California, Maryland, and New Mexico.
