The US Coast Guard Base Kodiak is seeking hazardous waste technician support services for their facility in Kodiak, Alaska through this Request for Quotation (RFQ 31140PR250000121). The contract requires one Hazardous Waste Technician and one Warehouse Laborer to perform comprehensive hazardous waste management tasks including collecting and transporting hazardous waste, managing material inventory, coordinating waste pickups, operating forklifts, maintaining documentation, conducting inspections, and performing housekeeping duties at the base's Hazardous Waste Storage Building and Hazardous Minimization Center. Contractors must demonstrate knowledge and experience in hazardous waste management within rural Alaska and meet specific training requirements including HAZWOPER certification, waste management standards, and site-specific safety training. The procurement will be evaluated on a best value basis, with technical capability submissions limited to 15 pages. All contractual and technical questions must be submitted in writing by June 26, 2025, at 1:00 p.m. Alaska time, and quotes are due by July 10, 2025, at 1:00 p.m. Alaska time to the contracting officer Robbin Kessler.
This procurement is designated as a 100% small business set-aside under NAICS code 562112 (Hazardous Waste Collection) with a size standard of $47 million per annum. The contract structure includes a firm-fixed price base period from August 1, 2025, through July 31, 2026, with four optional one-year extension periods that could extend the contract through July 31, 2030. Work will be performed 40 hours per week during core business hours (0730-1800) Monday through Friday, excluding federal holidays. The government will provide a vehicle, forklift, and containers as government-furnished equipment, which the contractor must maintain and return in fair working condition. All services will be performed at the US Coast Guard Base Kodiak facility in Kodiak, Alaska, with contractors required to complete all necessary training within 90 days of contract award.

This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

US COAST GUARD (USCG) BASE KODIAK has a requirement for Hazardous Waste Support Services in Kodiak, Alaska, in accordance with the Performance Work Statement (PWS) dated May 27, 2025. The period of performance is from August 1, 2025, through July 31, 2026, with four (4) one-year option periods. If all options are exercised, the period of performance will end on July 31, 2030.

Where FAR clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to, the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.
