Does the contractor have a dedicated govt furnished office space for this contract or do we need to provide our own office trailer?

There is office space for two contracted individuals. Government furnished equipment consists of two desks and chairs. Computer/printers/Wi-Fi connectivity are the responsibility of the contractor.

4 Does the contractor have access to live on station? No. On-station housing is not available to the contractor or contractor employees.

All employees can obtain or have a secret security clearance. Will that be renewed or required under the contract? The PWS Section 1.7.1 talks about TASS.

Security clearances are not a requirement as part of the job. The spaces that are accessed for daily operations are open areas. If access to secure areas is required, case by case coordination will be made that that time.

How many personnel does the current contractor have on station? The PWS Section 1.8.3 states One. However, we understand that sometimes the requirement may be outdated.

PWS at Section 1.8.3 CONTRACTOR PERSONNEL. The Contractor shall provide one Hazardous Waste Technician and one Warehouse Laborer who shall be responsible for the performance of the work.

What are the specific access control, security clearance, or background investigation requirements, and are any agency-specific background checks required beyond standard federal suitability? The base currently requires a Rapid Gate ID to for access.

Will the Government provide transport equipment such as spill kits, packaging, or lifting devices, or should the contractor include all materials needed for safe compliant transport? All required equipment will be provided by the government.

Will the Government provide or reimburse the cost of forklift training and certification, or must the contractor ensure this is completed pre-award at their own cost?

No, the government will not reimburse for training and certifications for their employees.

The contractor is responsible for supplying fully trained and qualified personnel, including any required certifications.

Will the contractor be required to support after-hours, weekend, or emergency response events not covered in the 0730–1800 core hours? After hours support is not required.

Are separate technical and price volumes required? If so, will the Government provide a specific volume structure or outline?

Yes. Please review the solicitation attachment, posted on SAM, under Section V, Instructions for Submitting Quotes

Will the Government provide a pricing worksheet or standardized pricing format for submission?

Contractor is to provide a monthly firm-fixed price rate for the Base Year and each of the four option periods (CLINS 0001-0005). This monthly rate will be multiplied by 12 for the annual cost. Contractor shall also provide a monthly rate in the event that FAR 52.217-8 is required to extend contract performance up to 6 months (CLIN 000X).

Document starts with Section II – Continuation of SF 1449, will the Government provide Section I?

No. This is a combined synopsis/solicitation, therefore no written solicitation exists. The solicitation attachment provides the applicable clauses, provisions, quote instructions, and evaluation criteria. Section I will be the SF1449 issued to the successful offeror.

Will the Government accept a statement that representations and certifications are current in SAM.Gov?

Per FAR 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services. (May 2024) Alternate I (Feb 2024), the Offeror shall complete only paragraph (b) of the provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.

Will the Government provide the NTE amount for consistency and competitive pricing?

The government estimate and available funding is source selection sensitive information and will not be released. The Government intends to evaluate offers and award a purchase order without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint.

The table has numerous asterisk but no indication of what the asterisks are referencing. Will the Government please provide the definitions for the asterisks?

Asterisks indicate: *Depending on tasks performed **Fire Department Personnel ***This training is provided by the HWSB Operations Manager

18 What PPE is required?

Various: Any PPE that may be required for the proper handling, consolidation, inventory management of Hazardous Waste (ex: gloves, work boots, rubber boots, eye protection, respirator, etc.)

19 Will the Government be providing the PPE? No. The contractor is responsible for providing all PPE for their employees.

Section 2.3 Schedule indicates that it is a 40 hr work week, yet the Warehouse Laborer is referred to as "occasional worker". Will the Government confirm that the Warehouse Laborer position is full time (i.e. 40 hrs per week)?

Both positions are full time 40 hr work week. Although the warehouse worker is noted as "occasional worker", the training requirement is the same as the Hazardous Waste Technician.

21 Is there an incumbent staff?

Currently two dedicated employees are being provided by the incumbent for the requirement. This may or may not be the number of employees necessary for performance of this effort. Contractor shall propose staffing in accordance with their technical approach.

Are all certifications and trainings required to be in place for day one start up or is a planned short-term progression acceptable?

Contractor shall provide trained and qualified personnel on the first day of contract performance.

Does the government provide that packing materials, labels, block and brace material, vermiculite, drums, etc. or is the contractor required to provide? All required materials and equipment will be provided by the government.

Is PPE provided or expected as part of the employee’s uniform? Are there any specifications for the everyday uniform for the employees?

PPE is the responsibility of the contractor. The only "uniform" piece is an outer safety vest that identifies each person as a HazWaste Tech.

Will the contractor be expected to provide permitting or use their EPA ID number as a shipper or generator?

No, the contractor is providing two individuals that work directly with the Government's Hazardous Waste Manager. All waste is generated under the government's EPA ID Number.

26 Is a barrel dolly or fork clamp provided? Yes. All necessary equipment is provided.

27 Will the contractor be receiving waste from the ships? Yes

28 If there are incumbent employees, are they part of a union?

The current employees working on this contract are subject to the Service Contract Labor Standards. At this time, a Collective Bargaining Unit Agreement has not been provided to the government.

Will the contract require handling of low-level radioactive substances or above?

Currently, the only radioactive material that is handled are smoke detectors that are processed for recycling.
