About this opportunity

The U.S. Coast Guard Base Kodiak is seeking hazardous waste pickup and disposal services through solicitation number 31140PR250000139, issued as a Request for Quotation under NAICS code 562111. The contractor will be responsible for the preparation, shipment, and off-site disposal of hazardous waste within Alaska, including remote areas, with services encompassing pre-removal, removal, and post-removal phases with strict requirements for waste segregation, transportation, and documentation. Contractors must demonstrate technical capability and experience in hazardous waste management, including EPA licensing, through a technical proposal limited to 10 pages, along with a separate price section. The evaluation will use a best value continuum approach, with technical capability weighted more heavily than price, and the government reserves the right to conduct discussions if necessary. Following Amendment 2, quotes are now due September 4, 2025, at 1:00 p.m. Alaska time, with the performance period requiring shipment completion within 90 days of contract award.

This procurement is conducted on a full and open competition basis with no set-aside designation, making it available to all eligible offerors. The contract involves disposing of 81 containers totaling approximately 224,744 pounds and 26,440 gallons of waste, primarily consisting of 330-gallon Intermediate Bulk Containers located in Buildings 23 and T2 at the Coast Guard base. Service Contract Labor Standards apply to this requirement, with the wage determination specifying Supply Technician GS-7 rates plus hazardous differential pay. The government is seeking a firm-fixed price structure for these commercial services, and all waste removal activities must be conducted during normal base working hours from 8:00 a.m. to 4:00 p.m. Alaska Standard Time, excluding federal holidays. Performance will take place at U.S. Coast Guard Base Kodiak, Alaska, with the contractor required to use only EPA-approved facilities and transporters while maintaining comprehensive documentation throughout the disposal process.
