About this opportunity
The Defense Logistics Agency (DLA), specifically DLA Disposition Services, has issued a Special Notice announcing its intent to award a sole source contract to Allium US Holding LLC for an annual software subscription. The contract, posted on January 5, 2026, is for Haystack Gold subscription services with the UK NATO Add-On suite to support 28 users across multiple sites. This is a non-competitive procurement action issued under Federal Acquisition Regulation (FAR) Parts 12 and 13, meaning no competitive quotations will be solicited and no solicitation document will be issued. The underlying NAICS code is 519290 with a size standard of 1,000 employees, and DLA has determined through market research that only one source can meet the agency's requirements.
The primary objective of this acquisition is to provide DLA-D Services personnel with online research and logistics management capabilities for comprehensive part reference information covering over 100 million parts in the Federal Supply Catalog and related databases. The software enables personnel to query multiple sources to identify controlled and sensitive parts, access historical information no longer maintained by DLA, identify related supply items, analyze part assemblies for controlled components, review procurement history, and research manufacturers to ensure proper identification and control of Defense Department property before public release. The contract deadline for this sole source notice is January 19, 2026, and interested parties should note that this procurement is not open to competition under FAR 13.106-(1)(b)(1) authority. No eligibility criteria for competitive participation apply since only Allium US Holding LLC will be considered, and no additional program initiatives or opportunities for other contractors are described in this notice.
