This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0030 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-005.
This is a small business set aside under NAICS code 311119. The small business size standard is 500 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM.gov registration.
The. U.S. Meat Animal Research Center in Clay Center, NE is requesting quotations for Hay. This acquisition is for the following items as identified in the Contract Line Item Number (CLIN) in the attached Standard Form 18 Request for Quote (RFQ 12653819Q0030). Please see the attached Standard Form 18 Request for Quote and terms & conditions:
1. Hay Bales 7-10% Crude Protein - 4,500 tons
2. Brome Grass Hay Bales 12% Crude Protein and 55%-60% Total Dietary Nutrients - 190 tons
This is a Buy Best Value acquisition. The Government will award a Purchase Order resulting from this Request for Quotes to the responsible offeror whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
EVALUATION FACTORS FOR AWARD
1. Past Performance - Evaluated on the offeror's past performance as provided.
2. Offeror's Technical Solution - The Government will evaluate the nutrient levels of the product offered.
3. Price
NOTE: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 1, 2, 3.
The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government.
Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes ore Executive Orders-Commercial Items, applies to this acquisition.
