The procurement will utilize a firm-fixed price purchase order with evaluation based on the Lowest Price Technically Acceptable (LPTA) method. Vendors must submit quotes electronically to melissa.santos@usda.gov by September 18, 2025, just five days after the posting date of September 13, 2025.

This procurement is designated as a Total Small Business set-aside under NAICS code 333111 (Farm Machinery and Equipment Manufacturing), with additional considerations for Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, and HUBZone small business concerns. The solicitation does not identify any incumbent contractors or provide specific budget ranges, though the requirement is for a single unit (quantity: 1 each) of commercial harvest equipment. Delivery will be made to the USDA facility at 2611 West Lucas Street in Florence, SC 29501, and vendors must be registered and active in the System for Award Management (SAM) both when submitting quotes and at the time of award. The procurement incorporates federal provisions and clauses in effect through Federal Acquisition Circular 2025-06, and payment will be processed through the Department of Treasury's Invoice Processing Platform.
