About this opportunity
The U.S. Army Corps of Engineers, Kansas City District seeks park attendant services at four separate recreation areas at Harry S. Truman Lake in Warsaw, Missouri, with quotes due October 19 at 12:00 PM Central Time. This is a 100% Small Business Set-Aside, issued as a mass solicitation (W912DQ27QA013) under simplified acquisition procedures (RFO Subpart 12.201-1) that may result in four separate contract awards.
The four packages are Berry Bend Park, Bucksaw Park, Long Shoal Park, and Osage Bluff Park. Each contract covers a base period from April 1, 2027 through March 31, 2028, plus two optional one-year extensions, with actual service delivery from April 15 through September 30 annually. The estimated total award value across all four packages is $10 million. The NAICS code is 721211, Recreational Vehicle Parks and Campgrounds, with a size standard of $10.0 million. The PSC is M1PA, Operation of Recreation Facilities (Non-Building).
Contractors must reside on-site in a self-contained travel trailer or motor home with government-provided utilities (water, electricity, sewer) and refuse collection. Key duties include operating a fee booth at specified hours (Sunday 8:00 AM–10:00 AM; Monday, Thursday–Saturday 8:00 AM–10:00 AM and 3:00 PM–8:00 PM; Tuesday and Wednesday off), staffing with minimum two people during high-registration periods, processing camper registrations via Recreation One Stop (R1S) software, conducting daily morning and evening park tours, monitoring for unregistered visitors and maintenance issues, and maintaining compliance with Title 36 regulations. Wage determinations apply per Service Contract Act for Henry County and St. Claire/Benton County locations. Evaluation prioritizes relative experience with similar park attendant contracts and past performance more heavily than price. Quotes must remain valid for 90 days. A site visit is scheduled for October 13, 2026 at 10:00 AM CST at 29960 Access Road, Warsaw, MO. Contact Rachel Donatti at 816-389-3606 or Rachel.R.Donatti@usace.army.mil for site visit details; submit quotes to evan.oathout@usace.army.mil.
