About this file

This document is a Request for Quote (RFQ) for park attendant services at Harry S. Truman Lake in Warsaw, Missouri, issued by the U.S. Army Corps of Engineers. The solicitation number is W912DQ27QA013, with quotes due by October 19, 2026, at 12:00 PM. This is a 100% Small Business Set-Aside procurement with a NAICS code of 721211 (Recreational Vehicle Parks and Campgrounds) and a business size standard of $10.0 million. The contract vehicle is simplified acquisition procedures under FAR Subpart 12.201-1 for commercial services.

The requirement encompasses four separate packages for park attendant services at different locations: Berry Bend Park, Bucksaw Park, Long Shoal Park, and Osage Bluff Park. Each package covers a base period from April 1, 2027, through March 31, 2028, with two optional one-year extensions. Actual service delivery occurs from April 15 through September 30 each year. The contractor must provide all personnel, equipment, supplies, and transportation necessary to perform park attendant duties, including fee booth operations, visitor assistance, campground rule enforcement, daily park tours, and incident reporting. The contractor is required to reside on-site in a provided camper with utilities (electric, water, sewer) and maintain the fee booth during specified hours (Sunday 8:00 AM–10:00 AM; Monday, Thursday–Saturday 8:00 AM–10:00 AM and 3:00 PM–8:00 PM; Tuesday and Wednesday days off). Key contractor responsibilities include managing the Recreation One Stop system, processing credit card payments for camping and day-use permits, conducting morning and evening park patrols, identifying unregistered campers, reporting vandalism and maintenance issues, and maintaining a neat appearance with government-provided name tags and identification. The government furnishes the fee booth, computer equipment, telephone, safe, annual day-use permits, informational materials, and provides pre-season training. Wage determinations apply per Service Contract Act, with rates specified for Henry County and St. Claire/Benton County locations. Evaluation criteria prioritize relative experience and past performance over price, with evaluation based on the contractor's prior experience with similar park attendant contracts and documented performance quality. All federal acquisition regulations for commercial services apply, including Buy American, trade agreement, and small business provisions.
