About this opportunity

The Drug Enforcement Administration (DEA), part of the Department of Justice, has published a Special Notice for hangar rental services valued at approximately $48,024.24 for a one-year performance period from October 1, 2025 to September 30, 2026. The DEA intends to award a sole source, firm-fixed price purchase order to Atlantic Aviation Albuquerque, Inc. for secure hangar space with 24-hour facility and runway access. This acquisition is being pursued under FAR 13.106-1(b)(l)(i) as only one source is reasonably available, with the NAICS code 424720 (Petroleum and Petroleum Products Merchant Wholesalers) assigned to the procurement. The notice emphasizes that this is not a request for proposal but rather a notification of the government's intent to proceed with sole source procurement. Market research conducted by the DEA indicated that other vendors cannot provide the required security and access capabilities necessary to support the mission.

The primary purpose of this Special Notice is to inform potential contractors of the government's sole source procurement intention while providing an opportunity for other capable sources to demonstrate their qualifications. Interested contractors must submit capability statements electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov by August 5, 2025 at 10:00 AM EST. Any source capable of providing hangar rental services that meets the DEA's security and access requirements may submit a capabilities statement for consideration. The government will use the information received solely to determine whether to conduct a competitive procurement, though the decision to maintain the sole source approach remains entirely within the government's discretion. This represents a recurring requirement for the DEA, and the Limited Sources Justification follows Federal Acquisition Regulations Part 8 guidelines for orders exceeding $25,000.
