About this opportunity
The Department of the Air Force Headquarters District Washington is seeking contractor support for hangar door maintenance and repair services at Joint Base Andrews (JBA) in Maryland. The 316th Contracting Squadron is conducting market research through this pre-solicitation notice to identify qualified vendors capable of providing comprehensive maintenance and repair services for aircraft hangar doors, including all necessary management, tools, supplies, equipment, and labor. Key contract requirements include annual inspections of all aircraft hangar doors with written reports submitted within ten business days, preventive maintenance performed according to manufacturer specifications and commercial practices, emergency service calls with four-hour response times, and routine repair service calls completed within two business days. The contractor must comply with all federal, state, and local laws and regulations, applicable building codes (NEC, NFPA, BOCA, CABO), and OSHA requirements. Performance will be assessed based on inspection and preventative maintenance report delivery timelines, emergency response times, repair completion schedules, and the number of defects or customer complaints per service period, with no-notice inspections, customer complaint validation, and review of contractor-produced documentation serving as evaluation methods. Interested parties must register in the System for Award Management (SAM) with current Online Representations and Certifications. The sources sought period closes on March 5, 2026, though this is for market research only and no quotes will be evaluated or awards made at this time.
This opportunity is designated as a Total Small Business set-aside, restricting competition to certified small business contractors. The pre-solicitation notice does not identify any incumbent contractors or current service providers. No specific award value or budget range is disclosed in the notice. The scope of work encompasses 21 hangar buildings with varying door types including sliders, high-speed roll-up doors, and aperture-equipped doors as detailed in the Performance Work Statement. Service delivery will occur Monday through Friday, 7:15 AM to 4:00 PM, excluding eleven federally observed holidays, with all contractor personnel required to obtain base identification cards, pass criminal background checks per DoD Instruction 1402.5, and be U.S. citizens or possess appropriate work authorization. The contractor must also develop and submit a Quality Control Plan within fifteen days of contract award and maintain an acceptable inspection system with documented quality control reporting throughout the contract period.
