About this file
This is a Quality Assurance Surveillance Plan (QASP) for inspection, maintenance, and repair services of aircraft hangar doors at Joint Base Andrews, Maryland, effective 15 December 2025. The document outlines the roles and responsibilities of the Contracting Officer (CO), Contracting Officer Representative (COR), and contractor in ensuring service compliance. The contractor must provide annual inspections, preventative maintenance, and repair services to maintain continuous and safe operation of the hangar doors in accordance with applicable standards, manufacturer instructions, and federal regulations including OSHA codes and NFPA standards.
The QASP establishes three primary performance objectives with specific thresholds and assessment methods. Inspections and preventative maintenance reports must be delivered within ten days with no more than one defect or validated customer complaint per service period. Emergency service calls require a four-hour response time with repairs returning doors to normal operation, with no more than one defect or complaint per month. Routine repair service calls must be completed within two business days, maintaining doors in good working order with proper lubrication and no more than one defect or complaint per month. Assessment methods include no-notice inspections, customer complaint validation, and review of contractor-produced tracking reports and quality control documentation. The COR will submit monthly surveillance reports to the CO, and the contractor must control quality, maintain an acceptable inspection system, and produce quality control reports documenting inspection dates, outcomes, and preventative measures.
