The unit must detect elements including silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, selenium, uranium, and zinc, as well as RCRA metals. Required features include high-resolution X-ray detector tube(s), internal calibration with push-button self-calibration, QC/reference test standards, two battery packs with 110V charger (minimum 8-hour life each), lead-based paint screening capability per HUD/EPA standards, USB/Bluetooth connectivity, Windows-compatible operating system with data encryption not required, and accessories including stands and replacement detector windows for field use. The Bruker Titan XRF analyzer is identified as the reference product; quoters proposing equal or previous-generation Bruker models meeting stated standards are acceptable. Amendment 0002 (issued September 10) clarified that standard manufacturer documentation and weights above three pounds are acceptable, and manufacturer-standard safety and training materials satisfy requirements. Pricing shall be firm-fixed and inclusive of all packaging, transportation, and delivery. Award will be made using a Lowest Price Technically Acceptable approach to the lowest-priced quotation from a responsible quoter with acceptable past performance.
