• Does 'minimum 8-hour life per battery' require each of the two supplied batteries to operate for eight hours individually, and what measurement/duty-cycle basis should manufacturers use?
o Nate Response - Standard supplied battery is fine.
• For software that 'encrypts data to prevent external data corruption or unauthorized change,' is cryptographic encryption specifically required, and what documentation will demonstrate acceptable compliance?
o Nate Response - Encryption is not a requirement. That is boiler plate info from IT.
• Does approximately 3 lb permit the named manufacturer's standard operating weight if slightly above 3 lb, or is 3 lb an absolute maximum including the battery?
o Nate Response - Manufacture standard weights are fine. Above 3 lbs is fine. The goal was to have a field capable device, not lab or stationary equipment.
• Please also identify any specific transfer, registration or safety-documentation requirements for delivery of the X-ray instrument to the Forest Service, and the applicable invoice submission process if not stated in the current package.
o Nate Response - Standard safety documentation is fine. XRF units can ship through standard means.
• Does the minimum eight-hour battery-life requirement refer to normal field operation, standby operation or continuous analytical testing?
o Nate Response – Normal field operations. Standard batteries of detectors.
• What manufacturer documentation will the Government accept to demonstrate compliance with the requirement for data encryption or protection against unauthorized alteration?
o Nate Response – Standard documentation. No special government encryption is necessary
• Will manufacturer-standard written and electronic safety/training materials satisfy the training requirement, or is instructor-led training required?
o Nate Response – Manuafacturer standard written and electronic safety is all that is necessary.
• Lead-paint screening: The solicitation states that the analyzer must be capable of lead-based-paint inspection “at minimum, indicator levels.” Please confirm that the analyzer is required only to provide screening or indicator-level results and is not required to hold a HUD/EPA Performance Characteristic Sheet for regulatory lead-based-paint inspections.
o Nate Response – HUD/EPA lead based paint inspection standards is all that is necessary
• Reference model: Please confirm whether the Government considers the current Bruker TITAN configuration acceptable when equipped with the required soils, mining, and lead-paint screening calibrations, or whether the intended reference product is the discontinued or previous-generation Bruker S1 TITAN 800.
o Nate Response – Same Bruker or next generation is preferred. If a previous meets standards listed in bid and is comparable to the current model, then it would be considered
• Accessories: Please confirm whether a soil foot, desktop stand, sample cups, protective detector windows, films, and other field consumables are expected as part of “all accessories and consumables necessary for immediate field use.”
o Nate Response – Yes, stands, replacement windows are expected for field work. Additional consumables, besides a basic starter pack, is not required.
