About this opportunity
The Department of the Air Force Pacific Air Forces is procuring handheld RF analyzers through a combined synopsis/solicitation (FA520925Q0072) for commercial items using Simplified Acquisition Procedures. The requirement consists of 2x Keysight N9913C FieldFox 4 GHz RF Analyzers with specific technical options including vector network analyzer capabilities, spectrum analyzer functionality, TDR cable measurements, USB power sensor support, and vector voltmeter features, along with a calibration kit and USB power sensor. The equipment will be used by the Radar, Airfield, & Weather System (RAWS) team at Yokota Air Base to test RF cables and antennas, supporting maintenance for Instrument Landing System (ILS) and Tactical Navigation System (TACAN), as well as future C-sUAS NINJA system maintenance. The government will award to the lowest-priced offeror whose quote meets technical specifications and brand name requirements. Written quotes must be submitted via email with a maximum 10MB file size by September 17, 2025, at 4:30 PM Japan Standard Time, following an amendment that updated the original due date.
Initially structured as a Women-Owned Small Business (WOSB) set-aside but later amended to full and open competition for authorized resellers, this procurement falls under NAICS code 334515 with a size standard of 750 employees. The solicitation documents reference Keysight as the sole manufacturer capable of providing the required portable solution, as determined through market research that confirmed no other manufacturers could meet the government's specific requirements. The contract will be awarded on a firm fixed price basis including shipping to FOB destination, with delivery required within 45 calendar days of award. The equipment will be delivered to and used at Yokota Air Base in Japan by the 374th Operation Support Squadron. While specific contract values are not disclosed in the solicitation, this appears to be a simplified acquisition under the federal acquisition threshold, focusing on the procurement of two specialized RF analyzer units with accompanying accessories and calibration equipment.
