About this opportunity

The Federal Bureau of Investigation (FBI) Headquarters Division issued Solicitation 15F06726Q0000094 on March 26, 2026, seeking contractor services to recycle and dispose of surplus expired hand sanitizer accumulated during the COVID-19 pandemic. The primary requirements include pickup, transport, recycling or disposal, and provision of comprehensive documentation in compliance with EPA, DOT, and applicable Federal, State, and local regulations. Award will be made to the lowest-priced quoter whose quote meets all technical requirements, including demonstrated compliance with the Performance Work Statement, an acceptable completion schedule, and sufficient experience with hazardous material disposal and recycling. The contractor must submit a pickup schedule within 3 business days of award and complete all work within 30 calendar days from the award date. Questions regarding the solicitation were due by April 2, 2026, at 4:00 PM EST, and quotations were due by April 9, 2026, at 3:00 PM ET, with answers to industry questions subsequently posted on the solicitation.

This solicitation is designated as a Total Small Business set-aside under NAICS code 562112 (Hazardous Waste Collection) with a size standard of $47 million. The material to be disposed of consists of 3 pallets containing 168 boxes of sealed 750ml bottles for a total of 2,016 bottles of Bacardi 80% ethyl alcohol antiseptic solution, with an aggregate volume of approximately 1,512 liters. The contractor must provide chain-of-custody documentation, weight tickets, transportation manifests, and a Certificate of Recycling within 10 business days of completion, with preference for reclamation or repurposing over landfill disposal and incineration as the required method if recycling vendors reject the material. The work will be performed at the FBI Jacksonville Field Office located at 6061 Gate Parkway, Jacksonville, FL 32256, with pickup requiring one day advance notice between 8:00 AM and 5:00 PM. The solicitation includes subcontracting limitations under FAR 52.219-14 requiring that the prime contractor perform substantive technical work on core recycling and disposal services, with administrative functions such as invoicing and billing not counting toward this requirement.

FAR 52.219-14 Subcontracting Limitations Defined

Offerors are advised that compliance with the Limitations on Subcontracting requirement will be evaluated consistent with applicable regulations and controlling legal interpretations.

For purposes of this procurement, the Government will assess compliance based on the percentage of the cost of contract performance incurred for personnel (for services contracts), as required by FAR 52.219-14 and implementing SBA regulations.

Offerors are specifically cautioned that:

  • The subcontracting limitation applies to the performance of the primary and vital requirements of the contract, not to administrative or incidental functions.
  • Activities such as invoicing, billing, contract administration, general management, or other back-office support functions do not constitute performance of the contract’s primary requirements.
  • Accordingly, such back-office or administrative functions will not be credited toward meeting the required percentage of work that must be performed by the prime contractor (or similarly situated entities, if applicable).
  • The Government will evaluate compliance based on the extent to which the prime contractor is performing the core labor categories and substantive technical requirements identified in the Performance Work Statement (PWS) or Statement of Work (SOW).

Failure to demonstrate compliance with these requirements may render a proposal ineligible for award or may result in a determination of noncompliance during contract performance.

For the avoidance of doubt, merely retaining functions such as contract billing or administrative oversight, while subcontracting the substantive technical work, does not satisfy the limitations on subcontracting requirement.

After COVID-19, the FBI was left with a surplus of expired hand sanitizer. Due to the high alcohol content, this material must be handled and recycled/disposed correctly according to EPA and DOT regulations.

The Contractor shall provide all services necessary to recycle or dispose of expired or unused hand sanitizer. Quantity is as follows: 82 full boxes on five pallets. Each box holds 12 bottles, approximately 2184 bottles in total. Each bottle is 750ml. The work includes pickup, transport, recycling/disposal, and provision of documentation in accordance with applicable Federal, State, and local regulations.

Questions are due 4/2/26 no later than 4pm EST. Questions must be submitted via email to mgolicz@fbi.gov via the questions Excel template.
