About this opportunity
The U.S. Army Corps of Engineers, New England District, is soliciting bids for hand-pulling Eurasian watermilfoil removal services at two Vermont lake locations: North Hartland Lake in North Hartland and Stoughton Pond at North Springfield Lake in Springfield. The contractor must furnish all labor, equipment, and transportation necessary to remove invasive watermilfoil through manual hand-pulling, with no snorkeling or SCUBA diving permitted. Key requirements include obtaining an active SAM.GOV registration prior to submission, maintaining Service Contract Labor Standards compliance, and completing pre-work submittals within 21 days of award, including safety plans and certifications. Evaluation will be based on technical capability, pricing, and past performance, with particular consideration given to experience with milfoil or aquatic invasive species removal, though vendors without such experience may still be evaluated competitively on acceptable performance and fair pricing. The response due date is April 24, 2026, at 2:00 PM Eastern Time, following an amendment that extended the original April 21 deadline.
This solicitation is set aside exclusively for small business vendors under NAICS code 541990 with a $19.5 Million size standard. The contract includes two base line items covering two acres at North Hartland Lake and one acre at Stoughton Pond, with three additional one-acre option items available at the same locations. The total contract budget is $19,500,000 USD, with all field work scheduled between July 1 and October 31, 2026, and all work to be completed by October 31, 2026. Work will be performed during standard business hours, Monday through Friday from 7:00 AM to 3:30 PM, with operations conducted from existing boat launch facilities at both lakes. Jennifer Samela serves as the contracting officer and can be reached at 978-318-8324 or Jennifer.M.Samela@usace.army.mil.
