About this opportunity
This pre-solicitation notice is for the construction of seven modular storage magazines at Hanscom Air Force Base to store 500,000 pounds of munitions each. The Department of the Army Corps of Engineers Engineering District Sacramento will design and build the magazines along with access roads, utilities and site improvements. Facilities must meet DoD Unified Facilities Criteria for permanent construction and incorporate sustainable practices and life cycle cost analysis. Proposals are due by July 30, 2021.
There is no set-aside designated for this procurement. Facilities will be designed and built in compliance with DoD antiterrorism and force protection requirements. The magazines will measure 26' x 80' and have the capability to demolish 1,350 square meters of obsolete facilities. This pre-solicitation notice provides advance notice for an upcoming solicitation to support critical munitions storage needs at Hanscom Air Force Base.

DESCRIPTION:
Construct seven earth covered reinforced concrete Modular Storage Magazines (MSM) measuring, 26' x 80' each, capable of storing 500,000 pounds of Class 1.1 munitions each. Work includes access roads, reinforced concrete aprons, utilities, site improvements, communication support, and all other necessary support.
Demolish 1,350 SM in obsolete facilities to clear the site for the new igloos.
Facilities will be designed as permanent construction in accordance with the DoD Unified
Facilities Criteria (UFC) 1-200-01. Sustainable principles, to include Life Cycle cost-effective practices, will be incorporated into the design, development, and construction of this project in accordance with UFC 1-200-02. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01.
CAPABILITY STATEMENT:
The following requests are designed to inform the US Army Corps of Engineers, Sacramento District, of
current construction contractor market capabilities. Please provide your response to the following. The
submission is limited to 10 pages.
1) Offeror's name, DUNS#, address, point of contact, phone number, and e-mail address.
2) Offeror's experience and capability to complete (either through self-performance in excess of 15% or the managing of one or more subcontracts as a Prime) contract of this magnitude and complexity and comparable work performed within the past 6 years. Describe the Prime’s self-performed eort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples.
3) Offeror's socioeconomic type and business size (Certified HUB Zone; Woman-Owned Small Business (WOSB) and Serviced-Disabled Veteran-Owned Small Business (SDVOSB); Veteran Owned Small Business (VOSB) and 8(a) small business concerns).
4) Offeror's Bonding Capability in the form of a letter from Surety.
The Capabilities Statement will not be considered an offer (proposal) or a bid for any future Request for Proposal or Invitation for Bid that may result from this notice. Moreover, it will not restrict the Government to an ultimate acquisition approach.
This notice is for information and planning purposes only. The respondents will not be notified of the results of any review conducted of the capability statements received.
