About this opportunity
The United States Air Force at Misawa Air Base, Japan, is seeking to procure a Haas UMC-750SS 5-Axis Vertical Machining Center for the 35 MXS unit. The procurement requires a specialized vertical machining center with a 30" x 20" x 20" work envelope, featuring an integrated 2-axis trunnion rotary table, 40 taper spindle with 30 hp and 12,000 rpm capabilities, electronic thermal compensation, and a 30+1 side-mount tool changer. The requirement includes comprehensive specifications for controller features, high-speed machining options, open market Haas machine tooling, and mandatory on-site overseas start-up by a certified Haas technician. The procurement is structured as a sole source acquisition limited to companies possessing specific Haas certifications, as outlined in the attached sole source justification letter. Interested vendors must submit evidence of required certifications to the Contracting Officer by the August 20, 2025 due date, with delivery expected 30 to 60 days after contract award.
This procurement is designated as an 8(a) Sole Source set-aside, with the sole source justification specifically limiting the acquisition to Phillips Corp and Haas Automation Inc due to the requirement for Haas-certified technicians for installation and training. The Air Force Metals Technology Office has determined that Haas vertical machining centers are the only equipment capable of meeting their operational standards, necessitating this restricted competition approach. The contract value is estimated to fall between the Simplified Acquisition Threshold and $750,000, and will be processed using simplified acquisition procedures under 10 U.S.C. 3572 authority. The procurement encompasses delivery and installation of one complete machining center unit, including all specified options such as belt chip conveyor, through-spindle coolant system, machine anchoring kit, and comprehensive tooling package. The acquisition timeline allows for a relatively rapid deployment with the 30-60 day post-award delivery requirement, reflecting the operational urgency of the Air Force's manufacturing capability needs at the Pacific theater location.
