About this file

This document is a Sole Source (Including Brand Name) Justification for a Haas UMC-750SS 5-Axis Vertical Machining Center, issued by the 35 Contracting Squadron at Misawa Air Base, Japan. The Air Force seeks to purchase a specialized vertical machining center with specific technical requirements, including a 30" x 20" x 20" work envelope, 40 taper spindle with 30 hp, 12,000 rpm capabilities, and advanced features like electronic thermal compensation, a 30+1 tool changer, and precision rotary scales. The procurement is limited to Phillips Corp and Haas Automation Inc due to the requirement for Haas-certified technicians for installation and training, with the estimated delivery date set for 30-60 days after contract award.

The justification document outlines additional options including a belt chip conveyor, through-spindle coolant system, high-voltage transformer, enclosure exhaust system, machine anchoring kit, and on-site overseas start-up by a certified Haas technician. The contract will be processed using simplified acquisition procedures under the authority of 10 U.S.C. 3572, with a funding level between >SAT and ≤$750K. The Air Force Metals Technology Office has determined that Haas vertical machining centers are the only equipment capable of meeting their standards, necessitating this sole-source approach to ensure proper warranty and training compliance.

The Air Force Metals Technology Office has determined that Haas Automation Inc vertical machining centers are the only brand name equipment that is capable of meeting the Air Force's standards, and would normally necessitate a Brand Name purchase. This acquisition, however, also includes installation and training, which can only be provided by companies that have Haas certified technicians perform such installations and trainings. Therefore, this acquisition is further limited to companies that have Haas certified technicians. The Contracting Officer only has evidence that Phillips Corp and Haas itself possesses such certified technicians, and has determined that these circumstances necessitate that competition be restricted to Phillips Corp and Haas Automation Inc.

Without Haas certified technicians, the Air Force risks voiding of warranty against defects and potential misapplication of training materials. Any interested vendors who believe that they possess Haas certified technicians shall submit documentation of such certification(s) to the Contracting Officer for consideration. If the Contracting Officer determines that there are sources other than Phillips Corp and Haas Automation Inc that can provide both the requested items and Haas certified technicians, this justification shall be amended to a

Brand Name justification with a requirement for Haas certification(s) to be submitted for award consideration.

Any submissions from non-Haas vendors after the closing of this justification shall not be considered.

Due to the determination by the Air Force Metals Technology Office, the requirement for Haas equipment and Haas certified technicians precludes the inclusion of other products/technicians from other companies.

Therefore, additional Market Research would not yield additional sources of supply.
