About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 19 seeks a Montana State-certified laboratory to provide comprehensive water testing services for VA facilities in Fort Harrison and Billings, Montana, with proposals due August 21, 2026 at 10:00 AM Mountain Time. The procurement is unrestricted and will award a firm-fixed-price Blanket Purchase Agreement for a 60-month performance period from November 1, 2026 through October 31, 2031, with four optional one-year extension periods.
Place of performance is the Montana VA Health Care System facilities at Fort Harrison and Billings. The contractor must hold Montana Drinking Water Laboratory Certification issued by the Montana Department of Public Health and Human Services Department of Environmental Quality; this certification may be held by a subcontracted analytical laboratory provided the offeror manages kit logistics, chain-of-custody procedures, results review, and compliance reporting. VA staff will collect and ship all samples using contractor-supplied bottles and prepaid labels; no on-site collection or fieldwork by the contractor is required.
Required testing services cover heterotrophic plate count, total coliform and E-coli, trihalomethanes, haloacetic acids, lead, copper, total organic carbon, chlorides, water hardness, total alkalinity, pH level, conductivity, and semi-volatile and purgeable organic compounds, with estimated annual quantities ranging from 1 to 420 samples per test type. Laboratory reports must be delivered within 24 hours of completed testing with 100% on-time delivery within 10 working days, zero invalidated samples due to contractor negligence, full EPA and Montana Department of Environmental Quality compliance, 24-hour responsiveness to communications, and 95% accuracy. The NAICS code is 541380, Testing Laboratories and Services, with small business size standard of $19 million. Evaluation weighs capability to meet SOW requirements and Montana certification at one factor, firm-fixed unit pricing submitted on the provided schedule at a second factor, and past performance (maximum three relevant references from the past five years) at a third factor. The BPA is unfunded, with task orders to identify specific quantities and destinations. Questions were due August 14, 2026. No additional questions will be accepted. All offers must acknowledge receipt of the posted amendment or face rejection.
