About this file
This is a Questions and Answers document for Amendment to Solicitation 36C25927Q0002 for Montana VAHCS Laboratory Water Testing Services issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19.
The document addresses two key clarifications regarding service delivery requirements. First, the Montana Drinking Water Laboratory Certification (MT DPHHS/DEQ) may be held by a subcontracted analytical laboratory rather than the prime offeror, provided the offeror manages kit logistics, chain-of-custody procedures, results review, compliance reporting, and out-of-range notifications. All DEQ compliance samples must be analyzed by a laboratory possessing the required certification. Second, the government confirmed that VA staff will collect and ship all samples using contractor-supplied bottles and prepaid labels at all locations, including Fort Harrison and Billings, eliminating any on-site collection or fieldwork requirements for the contractor at Montana facilities. The document stipulates that no additional questions will be accepted, that all aspects of FAR 52.212-1 ADDENDUM for commercial items must be met for award consideration, and that offers failing to comply with solicitation terms or lacking required documentation may be deemed non-compliant and eliminated from evaluation. Offerors must acknowledge receipt of this amendment prior to the specified deadline or include acknowledgment in their submission to avoid rejection.

Questions and Answers
Question 1: Volume I requires the offeror to submit the Montana Drinking Water Laboratory Certification (MT DPHHS/DEQ). May this certification be held by the offeror's subcontracted analytical laboratory, with the offeror performing kit logistics, chain-of-custody management, results review, compliance reporting, and out-of-range notification?
Government Response: Yes; a subcontractor may hold the certification. Per the SOW all DEQ compliance samples must be analyzed by a laboratory that possesses that certification.
Question 2: Sections 5.4/5.5 indicate that VA staff collect and ship all samples using contractor-supplied bottles and prepaid labels. Can the Government confirm that no on-site collection or fieldwork is required of the contractor at Fort Harrison or Billings?
Government Response: Confirmed. The VA staff collect and ship all samples using contractor-supplied bottles and prepaid labels for all locations. There are no requirements in the SOW for the contractor to be “on-site” at Montana facilities.
No additional questions are being accepted for this Combined Synopsis Solicitation.
Note: All aspects of ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS shall be met to be considered for award. Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered con-compliant and eliminated from evaluation.
