The contractor will be responsible for performing RSO duties three days per week, eight hours per day, for a six-month period, with responsibilities including advising on radiation safety issues, monitoring radiation safety programs, conducting inspections, and overseeing radioactive material handling. Ideal candidates must possess a Bachelor's degree in Health Physics, Radiological Science, Nuclear Engineering, or a related field, with advanced degrees preferred, and hold critical certifications such as Certified Health Physicist (CHP), Radiation Safety Officer Certification, DOT Hazardous Materials Certification, and OSHA HAZWOPER. The VA is conducting market research to develop the requirement and acquisition strategy, with interested companies required to submit responses by 11:00 AM EST on March 25, 2025, via email to james.whisner@va.gov. Evaluation will focus on companies' capabilities, previous experience with VA or government radiation safety services, and potential GSA contract coverage.

This procurement does not have a specific small business set-aside, indicating it will be open to all qualified businesses. While no incumbent contractor is mentioned, the VA is seeking companies with a minimum of 3-5 years of experience in health physics, radiation safety, and regulatory compliance, with particular preference for those with experience in U.S. Navy, Department of Defense, or Veterans Affairs radiation safety programs. Although a specific award value is not disclosed, companies are requested to provide a ballpark cost estimate for the six-month service period. The contract will require the selected RSO to have in-depth knowledge of NRC regulations, VA and DoD radiation safety directives, and proficiency with radiation detection instruments and dosimetry programs.
