About this opportunity
The Department of Veterans Affairs Veterans Health Administration Integrated Service Network 17 is seeking a contractor to provide comprehensive water quality monitoring and testing services for its Central Texas healthcare facilities. The solicitation requires the selected vendor to collect, prepare, ship, and document water and swab samples for analysis of Legionella, total coliform, E. coli, and other water-borne bacteria. Laboratories performing Legionella testing must be certified by the CDC's Environmental Legionella Isolation Techniques Evaluation (ELITE) program. The evaluation will be based on technical capability, past performance within the last three years, and price reasonableness, using comparative analysis procedures for best value selection. Key deadlines include a site visit on January 13, 2025, technical questions due by January 16, 2025, and the final quote submission deadline of February 19, 2025 at 12:00 PM CST.
The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541380 with a size standard of $19 million. The incumbent contractor is PWA Advanced Monitoring Systems, and the solicitation requires either partnering with Phigenics for diagnostic exchange equipment or proposing a replacement system with zero monitoring downtime during transition. The contract includes a base year with four option years, covering VA facilities in Temple, Waco, and Austin, Texas, with potential expansion to other regional VA clinics. Monthly sample requirements are approximately 90 for the Temple campus and 110 for the Waco campus, though these may vary based on specific needs. The place of performance is within the United States, specifically focusing on Central Texas VA healthcare facilities, with a comprehensive approach to water quality monitoring that includes web-based data management, real-time monitoring, and detailed reporting capabilities.
