About this opportunity

NASA's Armstrong Flight Research Center is seeking capability statements from potential contractors to perform 72-month inspections and Controller Pilot Data Link Communications (CPDLC) incorporation work on a Gulfstream III research aircraft (NASA 808). The primary objective is to return the aircraft to serviceable condition to support ongoing and future flight research and technology integration activities while maintaining strict airworthiness and maintenance protocols. The agency is soliciting information from all interested parties, including small businesses and historically underutilized business categories, to determine appropriate competition levels and small business subcontracting goals. Contractors must demonstrate capability and provide anticipated subcontracting goals across multiple socioeconomic categories, including Small Business, Small Disadvantaged Businesses, HUBZone firms, Women Owned Small Businesses, Service-Disabled Veteran Owned Small Businesses, and Veteran Owned Small Businesses. The capability statement response deadline is January 27, 2026, and interested parties should monitor SAM.gov for the official solicitation release, as this pre-solicitation notice does not constitute a request for proposals.

This pre-solicitation notice includes no set-aside designation, and no incumbent contractor or current contract information is identified. The procurement is classified under NAICS Code 488190 (Other Support Activities for Air Transportation) and PSC Code J016 (Maintenance/Repair/Rebuild of Equipment – Aircraft Components and Accessories), indicating the specialized nature of aircraft maintenance work required. No specific contract award value or budget range has been disclosed in this pre-solicitation phase, as the government is still in the information-gathering stage to assess market capability and determine the most appropriate acquisition strategy. The 72-month inspection timeline suggests a comprehensive maintenance effort, though the actual contract duration and specific funding details will be provided upon formal solicitation release.
