The Army Contracting Command-Redstone Arsenal (ACC-RSA), on behalf of the Security Assistance Management Directorate (SAMD), is issuing Request for Proposal (RFP) W31P4Q-16-R-0124, for the manufacture of the following items for the Chaparral Missile Class V Items:

Army Part Number 13007205, M121 Rocket Motor, 466 each


Army Part Number 11743216, MK70/PS419 Battery, 450 each


Army Part Number 10234569, M145 Safety and Arming Device, 150 each


Army Part Number 9256709, M250 Warheads, 248 each


This acquisition will utilize Full and Open Competition and award using the Lowest Price Technically Acceptable (LPTA) source selection procedures, resulting in a single award of a two-year Firm Fixed Price contract. Award will be made to a single bidder/offeror whose bid/offer responds to ALL items in the solicitation. Award is subject to the availability of funding.


Please note that only companies that have the capabilities and past experience to manufacture and test ALL of the above items will be issued a solicitation. A First Article Test is required and a waiver for the First Article Test (F.A.T.) must be requested to the Requiring Activity prior to the submittal of their proposal.  Please review the statement of work and solicitation very closely due to the amount of requirements involved in this procurement.


This solicitation, as well as any amendments, will be issued electronically in accordance with FAR 4.502 and FAR 5.102. As a result, hard copies will not be provided. It is therefore incumbent upon any interested parties to periodically access http://fedbizopps.gov in order to obtain any amendments which may be issued. Failure to obtain amendments and to respond to them prior to the date and time set for receipt of bids/proposals may render your bid/proposal nonresponsive and result in the rejection of same.


This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the Internet. Vendors who need this TDP in order to prepare a bid/proposal are instructed to submit an email request to: david.c.webb8.civ@mail.mil with a courtesy copy to: malissa.h.blake.civ@mail.mil. All proposals are due no later than 4:30 p.m. (CST) 11 July 2016, to the Army Contracting Center - Redstone Arsenal (ACC-RSA), Building 5250, Room A300, Redstone Arsenal, AL 35898-5280. All responsible sources may submit a proposal which shall be considered by the agency. Electronic quotes are preferred and may be submitted to: david.c.webb8.civ@mail.mil. Proposals may be also mailed to: Army Contracting Center-RSA, Attention: David C. Webb, CCAM-SMC, Building 5250 Martin Road, Redstone Arsenal, Al 35898-5280. Proposals received after the specified due date and time shall not be considered for award. Verbal/Oral communications are not acceptable in response to this notice.

The Transportation Plan for Taiwan has been added and is Attachment 0005 and must be requested by the contractor to david.c.webb8.civ@mail.mil.

The TDP for the Shipping/Packaging Containers for the Chaparral Missile Class V Components are in Attachment 0006 which will be included in this announcement.

The RFP has been extended to 11 July 2016 since 9 July 2016 is on a Saturday and is due by COB at 4:30 C.S.T.

The Transportation Plan for Taiwan has been added and is Attachment 0005 and must be requested by the contractor to david.c.webb8.civ@mail.mil.
