The Air Force Installation Contracting Agency seeks to procure Architect-Engineer (A-E) Title I and Title II services in support of Facility Sustainment, Restoration, and Modernization (FSRM) and Military Construction (MILCON) projects at Andersen Air Force Base in Guam and other Joint Region Marianas locations. Services will encompass comprehensive design and engineering support including field surveys, design development, construction oversight, quality assurance, environmental compliance, and potential litigation support across multiple engineering disciplines. Offerors must demonstrate specialized experience in reinforced concrete design, tropical saltwater environments, munitions concerns, sensitive facilities, and SCADA systems, with personnel meeting strict qualification requirements across junior, mid-level, and senior professional categories. The government will evaluate proposals based on specialized experience, professional qualifications, knowledge of locality, capacity to accomplish work, and past performance. Key dates include the deadline of 1400 CST on December 15, 2025 for firms to submit questions, an anticipated official synopsis posting on December 24, 2025, and a final SF330 submission deadline of January 30, 2026.

This procurement is designated as a Total Small Business Set-Aside with a HUBZone reserve of two firms under NAICS 541330 (Engineering Services). The contract represents a $930 million Multiple Award Task Order Contract (MATOC) with an anticipated distribution among approximately six small business firms, with individual task orders ranging from $2,500 to $10 million. Each awarded basic IDIQ contract will have a maximum ten-year ordering period comprised of one three-year base period, one three-year option period, and two two-year option periods. The government plans to award multiple contracts to different small business firms, enabling competition on individual task orders throughout the performance period. No incumbent contractors are identified in this pre-solicitation notice, which is issued for planning purposes only and is not a formal request for proposals.
