About this opportunity
Paragraph 1:
The Federal Aviation Administration (FAA) is conducting a pre-solicitation market survey for a "Design Bid Build" project to replace the existing Guam (ZUA) Air Traffic Control Tower (ATCT) Cab. The project requires an architectural/engineering firm to design the new ATCT Cab, including structural components, architectural features, roofing, windows, control console, and other associated systems. The design must meet current codes and address wind and seismic requirements for Guam. The selected design-build contractor will be required to submit design deliverables at 45%, 70%, and 100% completion for FAA review and approval. The total performance period is 300 calendar days, with a maximum 120-day cessation of ATCT cab operations allowed. Responses to the market survey are due by July 23, 2024.
Paragraph 2:
This pre-solicitation notice does not specify any set-aside designations, and the nature of the competition has not been determined. The FAA may decide to do a full and open competition or a set-aside for small businesses or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the 8(a) Program. No potential incumbents or current contractors are named, and the award value or budget range is not provided. The project requires the replacement of the existing ATCT Cab located at the FAA Guam CERAP facility in Barrigada, Guam.
