Design-Build Statement of Work
Guam (ZUA) Airport Traffic Control Tower Cab Replacement
Barrigada, Guam
October 10, 2024
Guam (ZUA) Airport Traffic control Tower Cab Replacement
JCN: 20012097
1. PROJECT DESCRIPTION:
This is a “Design-Build” project to replace the existing Federal Aviation Administration (FAA) owned Guam (ZUA) Air Traffic Control Tower (ATCT) Cab complete with new structural components and architectural features, to include new roofing system, windows and window washer sprinklers, and slat-wall consoles. The replacement will be based on the existing approximate square footage of 166 square feet with eight column supports.
The FAA acquired the existing facility from the US Navy after the 1995 Base Realignment and Closure (BRAC). The Guam ATCT Tower/Cab and adjoining Center Radar Approach Control (CERAP) facility were constructed in the 1950s and has gone through various modifications including the addition of an exterior flight of stairs from the 5th Floor to the Cab, see Figures 1 and 2.
Figure 1 CAB and Enclosed Exterior Stairs Figure 2 CERAP and CAB
The Cab structure has suffered from severe corrosion from the extreme environmental effects of the salt air that has infiltrated into the Cab window framing and structural supports. Replacement will meet current codes and will address the increasing wind and seismic events.
2. PROJECT LOCATION:
This project is located at the FAA Guam CERAP (ZUA),1775 Admiral Sherman Blvd., Barrigada, GU
96913-1612 USA.
3. SCOPE OF WORK:

Other incidental work required includes all items and considerations necessary to ensure a complete and usable final product, including, but not limited to, the necessary design and construction considerations not specifically stated elsewhere in this statement of work. Complete and usable final product means that the completed final product can be used to fully satisfy the requirements and the intended purpose of the project.
The existing line of sight (LOS) and eye elevation height will be designed to the current elevation. The Cab windows will be designed to the current dimensional shapes and angle. The mullions and roof support are internal structures to the Cab and will be assumed that they too will be designed similarly. These are attached to the 10” concrete wall, atop of the 5th Floor Roof, see Figure 3.
