About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking port services for the NOAA Ship Oscar Elton Sette at Naval Station Guam through a sole source procurement under FAR 13.106-1(b)(1). The agency intends to negotiate directly with DZSP12 in Guam for critical port call services including ship berthing, power, line handlers, dockmaster services, oil boom, sewage and water connections, and fuel coordination. This procurement is justified as urgent and compelling due to the vessel's need for restocking and crew change to maintain mission safety and schedule, with only one capable source available under the existing Naval Base Guam Contract N4019223C5300. While this is not a competitive solicitation, firms believing they can meet the government's requirements may submit capability statements demonstrating their ability to provide the full scope of services. The deadline for capability statements is 1100 AM EDT on June 28, 2025, just one day after the notice publication, with submissions required via email to Christopher.baker@noaa.gov.
This procurement carries no set-aside designation and identifies DZSP as the incumbent contractor already supporting NOAA operations under the referenced naval base contract. The services will be performed during two specific periods: June 28 through July 7, 2025, and July 21 through July 27, 2025, at Naval Station Guam. The NOAA Ship Oscar Elton Sette specifications include a length of 224 feet, beam of 43 feet, draft of 16 feet, and displacement of 2,301 long tons with a registered gross tonnage of 2,014. No contract value is specified in the notice, though the urgency stems from delays in Inter-Agency Agreement approval and the critical need to ensure vessel berthing without incurring additional costs from alternative locations. All potential contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration.
Notice text
NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with DZSP12 in Guam, for the services to be provided for port call at Naval Station Guam.
Sole Source Justification
Only one source is capable Naval Base Guam Contract N4019223C5300 is with DZSP and will be the vendor supporting the NOAA Ship Sette while in Guam. Due to delay of the 7600B waiting on OGC approval, this requirement is needed to ensure the vessel can berth at the Naval base. There is no other location for the vessel to berth without incurring additional cost which would require a larger contract. As the Naval Base has availability, we are required to have an IAA payment mechanism in place which was started back in February and has not been cleared.
Urgent and Compelling - Vessel requires to make port call for restock and crew change. For safety of the crew and vessel, this port call is essential in order to maintain mission schedule.

Responses can be sent via e-mail to Christopher.baker@noaa.gov. Oral communications are not acceptable in response to this notice.
All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1100 AM EDT on June 28 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
