About this opportunity
Naval Facilities Engineering Systems Command (NAVFAC Pacific) is seeking sources for Guam Base Operations Support (BOS) services to support Joint Region Marianas, including United States Naval Base Guam, Marine Corps Base Camp Blaz, and other Department of Defense activities in Guam and surrounding areas. The procurement covers a comprehensive range of facility management and operations support services classified under NAICS Code 561210 (Facilities Support Services), including general information, management and administration, port operations, facility management, facility investment, utility management, electrical systems, wastewater, steam, water, and transportation. Prospective contractors must submit a Statement of Interest Questionnaire addressing ten key areas, including their experience with BOS-type services, relevant contract history within the past five years, joint venture arrangements, small business compliance, prior experience in Guam or remote geographical areas, planned labor force sources, and familiarity with NAVFAC systems such as MAXIMO and Condition Based Management and Maintenance. This is a sources sought announcement only, and no formal solicitation or contract award will result directly from this notice; the Government is gathering market information to formulate a future Request for Proposals. Responses must be submitted by 2:00 p.m. HST on May 7, 2026, via email to NAVFAC_PAC_ACQ22_Box1@us.navy.mil.
There is no set-aside designation for this procurement, and no current contractor or incumbent information has been identified in the sources sought notice. The applicable small business size standard is $47 million, and interested firms should clarify their socio-economic status, including certifications such as 8(a), Small Disadvantaged Business, HUBZone, Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Veteran-Owned Small Business status. While no specific contract value or award amount is disclosed in the pre-solicitation notice, the substantial scope of services encompassing multiple military installations and facility systems suggests a significant procurement. Responses marked as proprietary will be protected from public release, and no evaluation letters will be issued to respondents. The Government anticipates using information gathered through this sources sought notice to develop detailed performance requirements and evaluation criteria for the forthcoming RFP.
