About this opportunity
The General Services Administration seeks to lease 7,544 to 7,921 rentable square feet of office space in Wilmington and Fayetteville, North Carolina, with proposals due September 11, 2026. The tenant agency is the Drug Enforcement Administration, which requires Facility Security Level III and imposes collocation restrictions prohibiting proximity to drug-related services, probation/parole agencies, halfway houses, and residential units, with building entrances located minimum 1,000 walkable feet from drug-free zones and schools.
Space must be contiguous on a single floor or adjoining (stacked) floors, with second floor or above preferred though first floor space will be considered based on security assessments. Place of performance is within the delineated Wilmington/Fayetteville geographic area of consideration. The Government requires 28 reserved and secured surface parking spaces, 24/7/365 access, full sprinkler systems, and compliance with seismic safety standards per ASCE/SEI 31 and 41, fire protection, accessibility, and sustainability standards including ENERGY STAR certification within one year prior to the proposal deadline or qualifying exception.
The lease term is 15 years with a 10-year firm term, up to 5 years optional renewal, and Government termination rights after the firm term with 90 days' notice. A fully serviced lease is required with pricing submitted on GSA Forms 1364 (Proposal to Lease Space) and 1217 (Lessor's Annual Cost Statement), itemizing shell rental, tenant improvements at $53.01 per ABOA SF allowance, Building Specific Amortized Capital at $25.00 per ABOA SF, operating costs, and parking costs. Buildings must not be located in the 1-percent-annual-chance floodplain and must be fully sprinklered. Offered space may require roof antenna installation and blast film at the Government's discretion based on risk assessment.
The DEA will conduct risk and vulnerability assessments on a case-by-case basis evaluating surveillance, operational security, surrounding area conditions, and agency restrictions; assessment results may eliminate buildings from consideration. Award will be made to the responsible offeror with the lowest priced technically acceptable offer using present value price evaluation over the full lease term including renewal options. HUBZone small business concerns receive price preference unless waived. The Lease Contracting Officer is Jessica Herring (jessica.herring@gsa.gov, 215-307-6889). NAICS code 531120; PSC X1AA.
