The lease structure comprises a 10-year firm term and a 5-year option term, totaling 15 years, with estimated occupancy October 14, 2027.

Space must be contiguous, positioned on the 2nd floor or higher within the downtown Santa Rosa delineated area (College Avenue to 4th Street north, Farmers Lane to Highway 12 east, Highway 12 south, North Dutton Avenue west), and must not be located in buildings housing U.S. Immigration and Customs Enforcement. Six reserved parking spaces are required. Floor load capacity must support 1,300 pounds per 100 rentable square feet to accommodate heavy equipment. Location within 1,000 feet of schools or childcare facilities is prohibited; location in the 1-percent-annual-chance floodplain is prohibited.

The space will house a U.S. Probation Office, Northern District of California. Design and construction requirements are extensive: 4,086 usable square feet must accommodate seven staff positions with perimeter demising walls separating court areas from other tenants, a 32% circulation factor for probation spaces, Type B acoustic partitions with minimum STC 45, separate HVAC supply and return for each enclosed room, isolated ground power outlets, CAT6e or greater telecommunications infrastructure, security features including card readers and duress alarms, and an acoustically sealed gun locker room. Detailed room-by-room specifications are provided in the schematic floor plan and Agency Special Requirements documents.

Building must be professionally maintained, comply with fire safety, accessibility, and seismic resilience standards (ASCE/SEI 31 or 41), and have earned an ENERGY STAR label within 12 months prior to proposal deadline or qualify for statutory exceptions requiring energy efficiency improvements. Facility Security Level II requirements apply, including physical access control, video surveillance at entrances and exits, intrusion detection systems, duress alarms, and cybersecurity standards for building automation. All proposals must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP) at https://leasing.gsa.gov. Section 889 FY19 NDAA telecommunications prohibitions apply.
