About this opportunity
The General Services Administration Public Buildings Service Region 9 is conducting market research for Operations and Maintenance (O&M) services for four federal buildings in Sacramento, California, including the Robert Matsui U.S. Courthouse, Federal Building and U.S. Post Office, Federal Building Complex and Daycare Center, and John E. Moss Federal Building & U.S. Courthouse. The procurement will utilize a Performance Based Statement of Work requiring contractors to provide comprehensive management, supervision, labor, equipment, and supplies for electrical systems, mechanical and HVAC equipment, fire protection and life safety systems, service desk operations, and fuel tank storage including underground storage tanks. Contractors must demonstrate experience with large office buildings, courthouses, and multi-building campuses while being capable of using GSA's National Computerized Maintenance Management System (NCMMS) for tracking work orders and maintenance activities. The procurement will be structured as a firm fixed-price contract with specific performance standards for maintenance, reporting, and system operations in compliance with NFPA codes, ASHRAE standards, and environmental regulations. Interested vendors must complete and submit the Industry Feedback Request Form to Patricia.Skinner@gsa.gov and June.Leeper@gsa.gov by 5:00 PM Pacific Time on July 7, 2025.
This opportunity is designated as a competitive 8(a) set-aside under NAICS code 561210 (Facilities Support Services), restricting participation to qualified Small Business Administration 8(a) certified small businesses. The contract will encompass approximately 1,601,867 interior square feet across the four federal facilities with a performance period from May 1, 2026 to April 30, 2027 for the base period, followed by four one-year option periods extending the total potential contract duration through March 31, 2031. The sources sought announcement does not identify any incumbent contractors or provide specific budget ranges or award values for the anticipated procurement. This market research phase is designed to help GSA make appropriate acquisition decisions and identify potential qualified sources within the 8(a) program before proceeding with the formal solicitation process. The comprehensive nature of the O&M services combined with the multi-year contract structure suggests this will be a substantial procurement opportunity for qualified 8(a) contractors with relevant federal facilities management experience.
