About this opportunity

The GSA Federal Acquisition Service is conducting market research for OASIS+ Phase II, an expansion of their indefinite-delivery indefinite-quantity (IDIQ) best-in-class multi-agency contract program that will add five new service domains: Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration. This Request for Information, which closed on July 8, 2025, sought industry feedback to develop evaluation criteria and refine technical capabilities for these new professional service areas that will complement the eight domains already established in OASIS+ Phase I. The program will maintain the multi-track contract structure including tracks for unrestricted competition as well as various small business categories. Evaluation will utilize domain-specific Qualifications Matrices that allow offerors to demonstrate capabilities through project experience, certifications, and past performance, with each domain evaluated independently. GSA received over 1,200 responses to the RFI along with more than 240 questions from potential contractors, and has published answers to frequently asked questions to assist industry stakeholders.

This procurement opportunity does not include any set-aside designations, as it encompasses multiple contract tracks that will accommodate both unrestricted competition and various small business categories including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business firms. Both existing OASIS+ Phase I contract holders and new companies will be eligible to compete for awards in the new domains, with GSA indicating no predetermined limit on the number of awards that may be made. The NAICS codes for the proposed domains have size standards ranging from $13 million to $47 million, providing opportunities for businesses of varying scales to participate. While specific contract values have not been disclosed, the program's structure as an IDIQ vehicle suggests it will provide a flexible contracting mechanism for federal agencies to procure professional services across multiple years. Contractors will be able to propose for multiple domains simultaneously, with the understanding that each domain proposal will undergo independent evaluation and award consideration.
