About this file

This document is a Request for Information (RFI) for the GSA's OASIS+ Phase II program, seeking industry input on five potential new contract domains: Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration. The RFI, which closed on July 8, 2025, received over 1,200 responses and 240 questions, with the goal of developing evaluation criteria and refining technical capabilities for these new service areas. The program will maintain the multi-track structure of Phase I, including Unrestricted, Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business contract tracks.

Key details include the intent to allow both new firms and existing OASIS+ contract holders to compete for the new domains, with no predetermined limit on awards. The evaluation will use domain-specific Qualifications Matrices, allowing offerors to demonstrate capabilities through various means such as project experience, certifications, and past performance. Contractors can propose for multiple domains, with each domain evaluated independently. The solicitation will provide specific guidance on submission requirements, including how to document project experience, subcontractor work, and joint venture participation. GSA emphasizes that all updates and future solicitation details will be published on SAM.gov, gsa.gov/oasis-plus, and the OASIS+ Interact Community forum.

RFI QA Final Version : @nasim.zand@gsa.gov This needs to be clarified. The first sentence referenced from the RFI is not a true statement.

-Dana Weaver - QR1ACD @valerie.ates@gsa.gov Kindly review for appropriateness. Thanks!

_Assigned to valerie.ates@gsa.gov_ -Nana Amma Acheampong - QR1ACC @valerie.ates@gsa.gov would this be N/A now since the survey is closed?

_Assigned to valerie.ates@gsa.gov_ -Nicole Mullenix - QR1AC i agree with you that this should be no longer applicable; will make a note to progops -Valerie Ates - QR1ACA @nasim.zand@gsa.gov it may be worth considering adding 541720 to the Social Services Domain. It would be the only R&D NAICS relevant to Social Services. Similar to question #99, we could also just be sure to expand the description of the scope of the R&D Domain to emphasize the availability of these services there.

-Brian Boothe - QR1BADA This question is too specific for the entire Domain.

-Brian Boothe - QR1BADA We may want to look into this. 541715 is already covered by the R&D and Intelligence Pools but the R&D Pool does not describe R&D in behavioral science, performance modeling, etc. I would recommend expanding the list of potential services for the R&D Domain rather than add this NAICS to the HC Domain.

-Brian Boothe - QR1BADACategoryQuestionAnswer
Source Selection CriteriaAs a small business with deep expertise in select Phase II domains, how will GSA ensure firms like ours can compete effectively? Will the evaluation criteria or teaming structure allow room for innovation and specialized capabilities, particularly in areas like Human Capital and Social Services? The OASIS+ evaluation methodology uses domain-specific Qualifications Matrices tailored to each domain's unique requirements. Proposals are evaluated against objective standards, not compared to other proposals. There is no limit on awards - all qualifying offerors receive contracts. Small businesses can compete effectively by emphasizing their unique strengths in specialized areas. The framework allows multiple pathways to demonstrate qualifications, particularly advantageous in specialized fields like Human Capital and Social Services. The key evaluation tool is the OASIS+ Qualifications Matrix (Scoring Table). The proposals will be evaluated against an objective standard and will not be compared to other proposals.

A proposal’s success depends on meeting or exceeding the qualifying score for a given Domain. The Offeror has the discretion to use any combination of qualifications detailed in each Domain’s Qualifications Matrix to achieve the applicable qualifying threshold. This allows your firm to build a qualifying score by emphasizing its unique strengths—whether in innovative certifications, specific systems, or highly relevant project experience—which is particularly advantageous in specialized fields like Human Capital and Social Services.

Each domain has its own unique Qualifications Matrix with evaluation criteria tailored to reflect domain-specific delivery models, innovative approaches, and relevant experience. Experience from non-federal or adjacent markets can be used to demonstrate capabilities and build qualifying scores. The selection criteria will be detailed in domain-specific Qualifications Matrices that evaluate multiple factors including project experience, corporate capabilities, certifications, and other relevant qualifications. Each domain has tailored criteria reflecting its unique requirements.

Source Selection CriteriaWhat mechanisms or evaluation tools will GSA use in Phase II to ensure small businesses can realistically meet the minimum scoring thresholds, particularly when competing alongside large firms across diverse domains?Refer to Question 1.
Technical CapabilitiesFor the Phase II domains, will GSA tailor the technical evaluation criteria to reflect domain-specific delivery models, innovative approaches, and relevant past performance, including experience from non-federal or adjacent markets; particularly in areas such as Social Services and Human Capital?Yes. Refer to Question 1.
OtherWould the government please consider providing a PDF of the entire RFI questionnaire, so that we may prepare our answers before going online and filling in. Because we can't proceed to the next page without completing a previous page, this is difficult to fill out, as it may take multiple people to provide information.A PDF version of O+ Phase II RFI questionnaire together with the Phase II Questions in-take Form and Phase II Domains Summaries can be located under Attachments/Links in SAM.gov .
OtherWill the government be opening the original Pools that were in OASIS+ Phase I solicitation to respondents of OASIS+ Phase II?The GSA is conducting market research to gauge industry capabilities and government needs. Based on these findings, GSA will decide on its future course of action for OASIS+. This could involve adding new domains (all or subset of the new domains), on-ramping new contractors to the original domains, or allowing existing contractors to add new domains via contract modification. At this time, no firm decisions or timelines have been established, as all options are contingent upon the results of this market research. All decisions and timeline updates will be formally communicated through SAM.gov, gsa.gov/oasis-plus, and GSA OASIS+ Interact Community.
Solicitation TimelineWill OASIS+ open up to new companies to onramp when the new domains go love, and if so, will onramp mg be limited to those domains, or can companies onboard to existing domains too?Refer to Question 5
Source Selection Criteriawhat would be the selection criteria - past performance and or something elseRefer to Question 1.
Technical CapabilitiesWhat kind of technical capabilities would be required? is there a dollar value thresholdRefer to Question 1. The minimum FEP threshold remains $250,000.
OtherWhen do you expect the first draft RFP for these 5 domains to be released so we know the exact point requirements?Refer to Question 5.
OtherWill this be a separate solicitation with separate dates vs the expected OASIS+ On-Ramp? Or will the On-Ramp be part of this?Refer to Question 5.
OtherWould GSA please provide a complete list of all RFI Questions in a PDF format?Refer to Question 4.
Source Selection CriteriaWill Program Management Office and AI Governance/Ethics included? The specific services and capabilities included in each domain will be detailed in the final solicitation. Domain scope is being refined based on market research feedback.
Solicitation TimelineWhat is the Anticipated Solicitation Release Date for the OASIS+ RFP?Refer to Question 5.
Language, documents, and InstructionsL.5.4.8 Government Facility Clearance. For CTAs and MPJVs, please confirm that the facility clearance is only required by the lead company. The final acquisition strategy is currently under development based on ongoing market research. The specific requirements will be detailed in the final solicitation.
Language, documents, and InstructionsL.5.5 Certifications. Please confirm that CTAs and MPJVs, that any partners certification meets the requirement for the entity. The final acquisition strategy is currently under development based on ongoing market research. The specific requirements will be detailed in the final solicitation.
Solicitation TimelineWhen does the government expect to implement the OASIS+_ Financial Services on-ramp?Refer to Question 5.
Source Selection CriteriaWill the government implement a set-aside category for small business (SB)? For Service-Disabled Veteran Owned Small Business (SDVOSB)?Yes. The OASIS+ program has six separate Multi-Agency Contracts, or MACs, collectively referred to as OASIS+. These include: Unrestricted, Small Business, SBA-Certified 8(a), SBA-Certified HUBZone, SBA-Certified Service-Disabled Veteran-owned, and SBA-Certified Women-owned contracts.

Visit our website for more info: gsa.gov/oasis-plus

OtherWhen will the government allow more firms to on-ramp to the established OASIS+ domains?Refer to Question 5.
OtherWhen capabilities overlap, e.g. conducting evaluation of a social services program, would that fall under both the Marketing and Social Services domain? Typically, we think of 541910 for marketing research/opinion polling in general, and 541720 for research to support social science programs? Perhaps 541720 needs to be listed as a NAICS under the Social Services Domain.Services may overlap multiple domains depending on context. Offerors may propose for multiple domains if qualified. A single project spanning multiple domains may be submitted for each relevant domain, but only portions pertaining to each domain's unique qualifications receive appropriate credit. Adding and removing NAICS codes to Phase II domains will be considered based on market research feedback.
OtherThere is a growing need among our federal clients for "Best Practices Research," "Environmental Landscape Reviews," and "Innovation Consulting." Which of these domains would that fall under? These services could potentially align with several domains depending on the specific context of the work. For example, such services might fit within Management and Advisory, Research and Development, or one of the new domains being considered. We recommend offerors review the detailed domain descriptions, when released, to determine the best fit for their specific service offerings.
OtherI think as you focus in these domains there is a greater need for the Project Director to have 10 or more years of experience leading national evaluations or supporting social service programs. Perhaps that should be more important than cost of project work; generally in marketing and social service work in government the budgets are low and they're looking for cost efficiency and companies willing to take small projects because budgets have been so reduced. Companies that only take on larger contracts aren't willing to take on those assignments.Thank you for providing this valuable feedback.
Source Selection CriteriaAs a company without prior experience contracting directly with federal agencies, how will our qualifications be evaluated under the Source Selection Criteria? Will relevant commercial or state/local government experience be considered equivalent or weighted differently in the evaluation process? The OASIS+ contract uses a comprehensive source selection process to evaluate offerors, including those without prior direct federal contracting experience. Commercial and state/local government experience can be considered under OASIS+ evaluation, particularly under the Qualifying Project (QP) Experience category. IAW L. 5.1.7, to receive credit for each submitted project Offerors must provide supporting documentation to substantiate each relevant project experience claimed. L.5.1.7.2 specifically speaks to verification criteria for project experience submission regarding non-federal contracts.
Technical CapabilitiesFor offerors intending to qualify under multiple domains in OASIS+ Phase II (e.g., Business Administration, Financial Services, Human Capital, Marketing & Public Relations, and Social Services), will there be an opportunity to submit shared or cross-domain technical capabilities and past performance examples? Additionally, will the evaluation process account for the overlap in functional areas and NAICS codes across domains to streamline submissions and reduce redundancy? Each domain is evaluated independently with its own qualification threshold. If a single project or corporate certification is relevant to multiple domains, an offeror may submit that same qualification for each relevant domain. The offeror is responsible for ensuring each domain submission is complete and meets all requirements.
OtherIf the OASIS Plus award is under the small business and/or 8a categories, is there a limit on the size of other partners who may join our team to qualify for the other tracks if need be and can we add new members to the team to support capabilities across the new tracks. All offerors proposing under small business set-aside tracks must comply with SBA regulations regarding teaming, affiliation, and limitations on subcontracting. The team proposed is the team that is evaluated, please refer to section L.5.1.3 for additional details regarding Contractor Teaming Arrangements and proposal requirements. Changes post-award are governed by contract terms and applicable regulations.
Source Selection CriteriaWill GSA consider allowing claims of relevant experience to the domain to be based on factors other than assigned NAICS and PSC codes? By allowing offerors to show SOW/PWS relevance to the domain capabilities, there will be a larger pool of qualified bidders.Yes. While NAICS and PSC codes are used for administrative and search purposes, the evaluation of project experience is primarily based on the relevance of the work described in the project’s statement of work (SOW/PWS) to the capabilities outlined in the Domain definition. This allows offerors to demonstrate relevance even if the assigned codes do not perfectly align.
OtherCould you please let us know when we can expect the on-ramp for the following existing OASIS+ domains? Management & Advisory, Technical & Engineering, Intelligence Services, Research & Development Logistics, Facilities, EnvironmentalRefer to Question 5.
Source Selection CriteriaWill there be lateral onboarding to new domains for current OASIS Plus contract holders?Refer to Question 5.
Source Selection CriteriaWill there be lateral onboarding to the Human Capital Domain for current HCaTS contract holders? The upcoming solicitation is a separate effort from the HCaTS contracts. All interested parties, including current HCaTS contract holders, will need to follow the submission procedures outlined in the forthcoming OASIS+ solicitation to be considered for an award in the Human Capital or any other domain.
Solicitation TimelineWill the Phase 2 contractor selections for the Human Capital Domain in 8(a) be made before the HCaTS 8(a) ordering period end date of December 21, 2025?Refer to Question 5.
OtherHow should a joint venture respond to the RFI? Should we submit responses based on the JV entity's reps & certs, experience and capabilities only, or can we submit responses based on the reps & certs, experience and capabilities of one or both companies that comprise the JV?Joint ventures should respond as the single legal entity intending to propose on the future solicitation. Responses should reflect combined experience and capabilities of JV member companies, as this represents the capability available to the Government.
Source Selection Criteriawill the government consider projects that are 6 years old, to increase Phase II participation?Thank you for your feedback. The timeframe for project experience relevancy is being reviewed during market research and will be specified in the final solicitation.
OtherIs there an opportunity to add companies to the original team and if so must they be in the same economic status (i.e 8a or small) as the primeThe team proposed in response to the solicitation is the team that will be evaluated. Any changes to a prime contractor’s team post-award are governed by the terms and conditions of the contract and applicable regulations. All teaming arrangements must comply with relevant SBA regulations for the specific socioeconomic track being proposed on.
OtherCould you please post the full questionnaire in PDF or Word format - so we can draft all our answers first before submitting it online?Refer to Question 4.
OtherWill new onramped companies be allowed to also add phase one domains to their service line?Refer to Question 5.
Technical CapabilitiesHow does GSA plan to tailor its evaluation criteria to better reflect the unique nature of marketing and communications work--such as creative strategy, behavior change impact, and audience engagement--rather than relying on standards more suited to IT or engineering contracts?Refer to Question 1. The evaluation criteria for each Domain are being specifically tailored to reflect the unique aspects of that field. We are using industry feedback from this RFI to help ensure the criteria for domains like Marketing & Public Relations accurately value the key performance drivers in that area.
Solicitation TimelineJust curious as to the timeline.Refer to Question 5.
Source Selection CriteriaHow much weight is the source selection authority giving to joint venture contractors that have strategically planned and prepared their RFP response recognizing the positioning and alignment of companies that currently do business with the agency, NAICS code, and PSC code of the current program? Will the source selection authority recognize the best in class, auto relevant offer with transitional low risk, what impact will it have on our score?Refer to Question 1. The evaluation process is objective and standardized. All proposals are scored against the criteria published in the Qualifications Matrix. The score is based on the documented qualifications submitted, not on a subjective assessment of team composition or strategic alignment beyond what is explicitly defined in the scoring criteria.
Technical CapabilitiesWhat are the considerations for the technical capabilities and past performance of a joint venture - all small business with over 40 contracts covering most all domains and NAICS codes received an award of only certain domains and very few NAICS codes? As an example, one of our small businesses bid in the SDVOSB lane who is currently in the small business joint venture, but outside, as an SDVOSB, who bid for this social class won most all domains and NAICS codes, having the exact personal past performance, but having far fewer contracts covering domains and NAICS codes, yet winning vastly more than the small business joint venture with 20 companies within the JV. Technically, how could we have performed better to reach the same outcome that just one of our companies inside our joint venture did on their own as an SDVOSB?We cannot comment on specific outcomes from previous solicitations. Each proposal is evaluated independently against objective criteria of the specific solicitation track for which it was submitted. A proposal's score is based solely on evidence and documentation provided in that proposal.
Solicitation TimelineAs it relates to solicitation and timeline, we are using the Long Range Acquisition Forecast (LRAF) as our tool to plan for future procurements that will ultimately filter down to the portal, allowing us to be prepared with the auto-relevancy and alignment required to be a best in class performer. Will GSA continue to build out their forecast website for agencies, allowing for better tools to GovCon in order to have the accuracy and ability to use the LRAF? NOTE: Today, we no bid half of the work that we see coming out of GSA OASIS+ and GSA MAS portals due to timeline and complexity. The LRAF solves this problem by bringing us back further to the POAM, allowing us to provide best in class solutions with our small business joint venture.Thank you for your feedback regarding GSA's acquisition planning tools. This input is valuable and will be shared with the appropriate teams responsible for managing those resources.
Technical CapabilitiesWill the final solicitation set minimum experience thresholds for specialized areas like customized training development and executive leadership? If so, will the government provide guidance on how to demonstrate these capabilities?Refer to Question 1. The Qualifications Matrix for each Domain will detail the specific criteria for earning credit, which may include points for experience in specialized areas. The goal is to ensure the criteria reflect the core requirements of each Domain.
Source Selection CriteriaWill GSA apply domain-specific weighting or scoring for technical approach and past performance during source selection for the Human Capital domain, particularly given the diversity of services ranging from executive leadership programs to payroll administration?Yes. As stated in the responses to Questions 1, Each domain has its own unique Qualifications Matrix allowing evaluation criteria to be tailored and weighted appropriately for specific services within that domain, such as Human Capital.
OtherFor offerors pursuing multiple domains, will GSA evaluate each domain independently with tailored scoring criteria, or will there be a consolidated evaluation approach across all proposed domains?Refer to Question 23.
Language, documents, and Instructions"If GSA opens all domains for on ramping, which domains would your company most likely submit a proposal to?" The boxes identify Air Force/SpaceForce Enterprise Solutions (ENT)" My question, is the ENT domain different than the previously awarded Enterprise Domain or is it a new Domain, has the previous Domain been changed? The domains referenced in the RFI are for market research purposes. Any changes or clarifications to existing domain names or definitions will be formally published in the official solicitation documents. There is no changes to the previous domains' scope.
Technical CapabilitiesDoes the government plan to implement an onboarding process for the OASIS+ Phase I domains (ENT, ENV, FAC, INT, LOG, M&A, R&D, and T&E)? If so, what is the anticipated schedule?Refer to Question 5.
Will the government award more OASIS+ contracts in 2025?Refer to Question 5.
Solicitation TimelineWhat is the anticipated timeline for a Phase II solicitation release and award?Refer to Question 5.
Source Selection CriteriaWill you assign minimum average annual value requirements that avoid excluding Small Businesses from consideration for Phase II domains and consider that Qualifying Projects in these domains may garner lower labor rates and may be performed for state and local government entities?Value thresholds and requirements are being assessed during market research to ensure appropriate participation across all business sizes. Feedback regarding domain-specific value considerations will be incorporated into final requirements.
Technical CapabilitiesCan current OASIS+ holders also add additional domains, from the first eight, during this process?Refer to Question 5.
OtherWill the onramp also cover the original service domains?Refer to Question 5.
OtherWill the Government please confirm if it intends to add additional NAICS codes to the Phase I service domains? While there is no plan to change NAICS Codes under Phase I domains, the OASIS Plus program team is now researching on potentially adding five (5) new domains like Business Administration, Financial Services, Human Capital, Marketing & Public Relations, and Social Services. These additional domains come with their associated functional areas, subareas, and NAICS codes under Phase II.
Solicitation TimelineCan you please confirm the timeline for the competition of these new domains?Refer to Question 5
OtherCan we use supporting documents from Phase One to support Phase two? While supporting documentation for Phase 1 can be leveraged, they should be directly relevant to the specific domain an offeror is targeting in Phase 2. Additionally, In Phase 2, the goal is to substantiate the score claimed in Phase 1. This means providing documentation to back up the assertions made about experience and capabilities in Phase 1. It is the Offeror's responsibility to ensure responsiveness to the new solicitation requirements.
Solicitation TimelineWhen is the final RFP coming out?Refer to Question 5.
OtherWill Phase ll require any type of security clearance? While the GSA OASIS+ contracts themselves don't mandate a specific security clearance level, it is important to note that security clearance is a scored item. For instance for Government Facility Clearance, per L.5.4.8, "The Offeror shall only receive credit for a clearance at the highest level achieved as of the date/time of proposal submission. Additionally, it's crucial for contractors to understand that individual task orders placed under OASIS+ may require specific security clearances.
OtherWill you on-ramp Phase I as well?Refer to Question 5.
Solicitation TimelineWhat is the expected release of this solicitation?Refer to Question 5.
Are you allowed to bid individually as a JV?Refer to Question 30.
Solicitation TimelineWhen will this solicitation be released to the public?Refer to Question 5.
Source Selection CriteriaHow many 8(a) companies will be selected for this solicitation?Refer to Question 1. There is no limit on the number of awards. The Government intends to award a contract to every 8(a) firm that submits a compliant proposal and meets or exceeds the qualification threshold for at least one Domain.
Solicitation TimelineWhen is this solicitation expected to be released?Refer to Question 5.
Solicitation TimelineWhen do you plan to release the RFP?Refer to Question 5.
OtherIs there an opportunity to add ISO 20252 Market, opinion and social research, including insights and data analytics as an accepted GSA certification for market research and data analytics companies?Thank you for the suggestion. All feedback on relevant industry certifications will be considered as we develop the final evaluation criteria.
Source Selection CriteriaWhat will the submission requirements beThe detailed submission requirements will be published in Section L of the final solicitation.
Solicitation TimelineHas the government established dates for the formal solicitation and award?Refer to Question 5.
Source Selection CriteriaWill there be multiple socio economic classes or pools awarded similar to the Phase I pools?Refer to Question 17.
OtherWill there be an ability to on ramp onto the OASIS+ Phase I and II vehicle?Refer to Question 5.
OtherGiven the upcoming Fourth of July holiday, would GSA consider extending the RFI submission deadline to allow additional time for a thorough response?Any changes to this deadline will be formally posted on SAM.gov.
OtherCould GSA add a hyperlink to the front matter of the RFI that links to a document displaying ALL the RFI questions in one place? This will help in distributing the questions across our firm to experts within each proposed domain. As currently set up, the individual responder has to complete each page to see the next page's question(s).Refer to Question 4.
OtherI understand that the current release pertains to Phase 2 (On-Ramp) of the OASIS Plus program. Could you please clarify whether there were any participation or submission requirements under Phase I (Initial Round)--which included solicitations issued by domain and pool in mid-2024 and awards in late 2024--that would be prerequisite to advancing to or participating in Phase 2?No. There are no prerequisites from Phase I to participate in this upcoming opportunity. All interested parties who meet the eligibility requirements of the forthcoming solicitation may propose.
Language, documents, and InstructionsIf GSA moves forward with a new domain offering, please confirm that GSA does not intend to substantially revise the RFP proposal submission instructions (Section L.3), proposal content (Section L.5), or evaluation factors (Section M) from what was published in RFP 47QRCA23R0006 (as of Amendment 7).The Government intends to maintain consistent structure to the greatest extent possible to reduce industry burden. However, the government reserves the right to modify any part of the solicitation as necessary to meet Government needs. We are exploring streamlined procedures for current OASIS+ contract holders to add new domains. Each offeror is ultimately responsible for ensuring all documentation provided with a new proposal is current, accurate, and fully compliant with the requirements of the new solicitation.
Language, documents, and InstructionsPlease confirm that GSA will release an updated J.P-1 OASIS Plus Domain Qualifications Matrix (to include new domains) prior to formally opening a new domain offering window in order to allow potential offerors to better assess their competitiveness for individual domains. The final acquisition strategy is under development based on ongoing market research. The official solicitation will contain all required attachments, including complete Qualifications Matrix for all offered domains. Continue monitoring SAM.gov for official announcements. This includes determining the most effective method and timing for releasing solicitation documents. A decision on whether a draft solicitation will be issued has not yet been made.
Language, documents, and InstructionsWould GSA please consider releasing an updated list of auto-relevant NAICS codes and PSC codes for potential new domains, to better allow potential offerors to assess their competitiveness prior to RFP/amended RFP release?Feedback from this RFI is being considered as part of ongoing market research and solicitation development. An updated list of auto-relevant NAICS codes and PSC codes for potential new domains is expected to be included in the final solicitation.
Language, documents, and InstructionsIf GSA moves forward with a new domain offering, please confirm that current OASIS Plus holders will not need to resubmit general information (Section L.5.1); systems, rates, and clearances (Section L.5.4); certifications (Section L.5.5); cost/price (Section L.5.7); or responsibility (Section L.5.8) that was already provided with original successful OASIS Plus proposals.Refer to Question 70.
OtherOn page 3 of the RFI form, it requires questions are answered and only allows for the offerer to have been a prime. We have not primed, but do qualify, and are not sure how to submit.Thank you for this feedback. The RFI is a market research tool open to all interested parties. Please provide the most relevant information you can within the tool's structure. If a specific question does not apply or cannot be answered as formatted, please use a text field to explain your position. We are interested in understanding the capabilities of all potential offerors.
Source Selection CriteriaCan GSA please provide information on how it plans to handle qualifying projects that were awarded but then terminated in the middle of the period of performance, given the mass contract terminations that have taken place in 2025?While there isn't specific guidance on how "qualifying projects" specifically awarded under a contract which was terminated will be handled, the general principles governing terminated contracts would likely apply when it comes to qualifying projects awarded under a terminated contracts. Notably, the specific terms and conditions in each individual contract together with the discretion of the Contracting Officer would play a crucial role in determining how qualifying projects are handled in cases of termination for convenience.
Otherif a company didn't participate in Phase I could or should they submit a response to this RFI for Phase IIYes. All interested parties may respond to this RFI regardless of Phase I participation.
Language, documents, and InstructionsIf a contractor already has an OASIS + contract, will it be able to provide the past performance from its Phase I submission for any of the new domains it pursues under Phase II plus the specific past performance for the Phase II domains?Yes. A contractor can use any qualifying project experience, including projects submitted for a Phase I proposal, as long as it meets the criteria for a new domain in Phase II.
Technical CapabilitiesIf a small business has relevant experience under NAICS 541611 in a specific domain, can that business still needs experience in other domains under the this NAICS as it is a common NAICS across domain? An offeror proposing on a specific domain under NAICS 541611 must demonstrate experience relevant to that domain’s definition. Experience in NAICS 541611 related to Domain A can qualify the offeror for Domain A, but to qualify for Domain B, the offeror must show experience specifically relevant to Domain B. Qualification depends on domain relevance, not merely the NAICS code itself.
Solicitation TimelineWill Phase II evaluation process follow the two-phase self-scoring approach like how it is used in Phase I? and when does GSA expect to release the draft and final RFPs?For the evaluation process, refer to Question 1. For the RFP release timeline, refer to Question 5.
Source Selection CriteriaWill GSA publish evaluation criteria like minimum self-score needed to advance or the target number of awards for each domain before proposals are due?Yes, the minimum qualifying score for each Domain will be published in the solicitation. As stated in the response to Question 1, there is no target number of awards (as of now); the Government intends to award to all qualified offerors.
OtherFor any project that is still in progress, will an interim CPARS or a customer endorsed past performance letter satisfy to show relevant experience and meet past-performance requirement? The solicitation will provide the specific requirements for documenting project experience and past performance, including the acceptability of interim ratings and other forms of documentation for ongoing projects.
Technical CapabilitiesIs having an approved accounting system a pass/fail requirement, or is it simply worth points? If it is pass/fail, will a conditional approval be acceptable? For example, during Phase I evaluation, it gave two bonus points for an approved accounting system. For Phase II will it still be optional points, or will bidders now need an approval and if they need one, is a conditional (temporary) approval letter acceptable?Based on the structure of previous OASIS+ solicitations, having an approved accounting system is not a pass/fail requirement but is one of several ways an offeror can earn points toward their qualification score.
Solicitation TimelineDoes the government anticipate a timeline for onramping new vendors onto Phase I?Refer to Question 5.
Solicitation TimelineDoes the government anticipate a timeline for opening Phase II domains for new vendors (not yet on OASIS+?Refer to Question 5.
Source Selection CriteriaAre vendors with predominantly subcontractor experience considered for award under the vehicle?Yes. Experience gained as a subcontractor can be used to qualify. The solicitation will provide specific instructions on how subcontractor experience must be documented and submitted for it to be considered as part of a qualifying project.
Source Selection CriteriaWill source selection criteria be unique for each domain in Phase II or will it remain standard?Refer to Question 1.
Source Selection CriteriaHow far back does GSA want us to go in answering this question? Last ten years? Last five years? Over the life of the company? The specific period of relevance for qualifying project experience will be formally defined in the official solicitation. For RFI purposes, please provide your most relevant and significant project experience that best demonstrates capabilities in the new domains.
Source Selection CriteriaCan you please tell me if there is an incumbent?OASIS+ is a new, comprehensive family of contracts. Therefore, there is no single incumbent contract or contractor for the overall program. The services within these new domains are currently acquired by federal agencies through a variety of existing contracts and procurement methods. Please visit our website to learn more about the program: gsa.gov/oasis-plus
Technical CapabilitiesWould the government please define the meaning/intention of the capability outlined as educational therapy?According to the National Institute for Learning Development, "Educational Therapy is a specialized intervention that addresses the underlying cognitive processes that affect learning." These interventions are tailored to the unique needs of specific learners with special needs, learning disabilities, or other learning difficulties (https://nild.org/find-a-training/courses/educational-therapist). Educational therapy seeks to identify the cognitive processes and challenges that impact learning, rather than just treating symptoms. The government's intention behind including "educational therapy" within the GSA Multiple Award Schedule (MAS) program is to provide federal, state, and local agencies, as well as other eligible buyers, with a streamlined mechanism to procure educational and therapeutic services designed to support individuals with diverse learning needs, particularly those with special needs or learning challenges.
Solicitation TimelineWhat is the anticipated timeline for the following Domains: Financial Services, Business Administration, and Human Capital.Refer to Question 5.
Source Selection CriteriaWhat will the source selection criteria be for the following Domains: Financial Services, Business Administration, and Human Capital.Refer to Question 1.
Language, documents, and InstructionsUnder the question related to GSA contract, you ask for "other Agency IDIQs". Are you looking for IDIQs under GSA contracts or any IDIQs for other agencies? For the purposes of the RFI, we are interested in your firm's experience with any Indefinite Delivery, Indefinite Quantity (IDIQ) contracts from any federal agency, not limited to those awarded by GSA.
Language, documents, and InstructionsUnder the question related to agencies we have experience working with, there's an option for "Other (Please list agency)." However, there's no place to list these additional agencies. Where should companies provide this information?Thank you. Please provide it in the last comment section.
OtherWill there be a rolling admission period for the small business umbrella contract within the next three to six months?Refer to Question 5.
Solicitation TimelineWhat is the planned RFP release date?Refer to Question 5.
OtherSince most of these services are embedded in enterprise solutions, what is GSA's market research regarding the potential market opportunity within each of these domains? The Enterprise Solutions Domain is only intended for highly complex, high dollar value requirements and is only available under the Unrestricted IDIQ. Including separate Domains for services under Phase II enables small businesses to participate and allows for buying agencies to compete their requirements among similarly qualified contractors for the specific types of services they require.
Solicitation TimelineIs there a scheduled industry day and follow on RFP date?At this time there is no scheduled industry day or follow on RFP date to share.
Technical CapabilitiesWhen looking at development of next generation leaders for human capital investments what types of technical capabilities are being requested for training? The specific technical capabilities and qualifications for any domain, including Human Capital, will be detailed in the final solicitation and its associated attachments, such as the Qualifications Matrix.
OtherWill the government please add the NAICS code 541715 to the list of acceptable codes for the Human Capital domain? NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) is critical to advancing the Human Capital Domain through its subcategory 541715-03, which encompasses Human Factors Research & Development. These R&D services support the design and continuous improvement of workforce solutions through applied behavioral science, performance modeling, training system development, and leadership optimization. The integration of 541715 enables the federal government to tap into evidence-based, human-centric innovations that directly enhance talent acquisition, organizational performance, and leadership development. Including this code ensures access to specialized providers that advance mission readiness through rigorous research and measurable human capital outcomes. Including this NAICS Code allows work in developing and applying research to improve human performance and organizational outcomes, better than traditional consulting or administrative support NAICS codes.Thank you for this feedback. Adding and removing NAICS codes for Phase II domains will be considered based on market research feedback and domain requirements.
OtherWill GSA consider adding NAICS 541519 to the Human Capital and Training Domain? Including NAICS 541519 in the upcoming solicitation is essential to meeting the Human Capital and Training objectives of OASIS+. While 541519 is traditionally aligned with IT infrastructure and software implementation, it also supports training, behavior change, and workforce development--key priorities for modern federal agencies. As agencies transition toward integrated digital learning ecosystems, 541519 offers the flexibility to procure human-centered, tech-enabled solutions that incorporate AI, advanced security, and data-driven performance metrics. This code enables more nuanced, mission-aligned task orders that bridge digital transformation and talent development, positioning agencies to respond with agility to evolving technology and workforce readiness needs. Its inclusion reinforces OASIS+'s forward-looking, adaptable framework.OASIS+ does not include IT/Software based NAICS codes in it's offered services as there are other GSA vehicles who address this type of work (GWACs such as Alliant, 8a Stars and Vets III). We understand there are some nuances and developing technologies that will impact this domain in the future, and will consider the impact and relevance of these types of projects.
OtherWhat will be the QP threshold for the Human capital domain? What will be the QP threshold for the protege in a MP-JV teaming arrangement in the Human capital domain? These QP thresholds will be developed as part of the updated scorecard when the solicitations reopen. We do not have a QP threshold to share at this time, as the results of this RFI will supplement the agency's decision of determining QP thresholds.
Technical CapabilitiesWhat will be the minimum dollar threshold for FEPs? What will the minimum dollar threshold for FEPs for the protege in a MP-JV teaming arrangement? The minimum dollar threshold for Federal Prime Experience Projects (FEPs) for a regular offeror is to "Meet or exceed a minimum AAV of $250,000.00. Regarding MP JV Teaming Arrangement, the FEPs submitted in the name of the protégé must only meet or exceed a minimum AAV of $125K. This reduced threshold does not apply to projects submitted in the name of the offering MP-JV entity itself.
OtherWill the government please confirm that, when the offeror is an SBA approved, unpopulated mentor-protégé JV, only the protégé needs to qualify as a small business under the associated size standards in order to qualify as a SB for those domain CLINs?Refer to question 109.
OtherThe Business Administration domain in Phase II closely mirrors the scope of the Phase I Management and Advisory domain, raising potential redundancy and blurred lines between the two. Both domains include similar functions, such as:

- General Administrative and Secretarial Support (BA) and Executive-level administrative support (M&A)

- Business Information Research and Reporting Support (BA) and Business consulting / information analytics (M&A)

- Document Management and Secure Disposition Services (BA) and Configuration management / documentation support (M&A)

- Data Entry, Processing, and Management (BA) and Integration of support systems / business process improvement

- Survey Facilitation and Data Collection Support (BA) and Stakeholder requirements analysis / decision analysis (M&A)

- Travel, Meeting, and Scheduling Coordination (BA) and Interface management / program coordination (M&A)

While the Business Administration seems to be more specific, the distinction isn’t clearly reflected in the some of the sub-areas descriptions. This overlap may lead to confusion, duplicate efforts for contractors, and inefficiencies in how services are procured. Clarifying or streamlining the relationship between these two domains could help reduce ambiguity and improve the overall effectiveness of the OASIS+ structure.Thank you for your feedback.
OtherHow will task orders that include multiple functional areas (e.g., training, financial management, and outreach) be assigned to a single domain when no one area is clearly predominant?Guidance on selecting the appropriate domain for a requirement will be provided to federal customer agencies. The ordering contracting officer is responsible for determining the best fit based on the primary purpose of the requirement.
OtherHow will GSA handle fair opportunity across domains when there is duplication of NAICS codes?Where there are cases of duplication of NAICS Codes across different domains, GSA O+ handles fair opportunity by assigning a primary NAICS code to the master contract based on the awarded Domains in the Federal Procurement Data System (FPDS). This doesn't restrict a contractor's ability to compete in all awarded Domain CLINs (Contract Line Item Numbers) and their corresponding NAICS codes. Fair opportunity is determined by the contract family, domain and NAICS code level within GSA eBuy. A CLIN number is assigned to each NAICS/domain by contract program. Contractors are only eligible to compete under the specific NAICS codes within the domains they were awarded. Further, the task order solicitation's NAICS code will determine the pool of contractors eligible to compete.
Source Selection CriteriaCan you provide the source selection criteria for a Small Business leadership development company?Refer to Question 1.
OtherWill the Government please confirm that a Joint Venture between the members of an SBA-approved Mentor Protégé Agreement (MPA) wherein the Majority Member/Managing Partner of the JV represents as an 8a small business and the Minority Member of the JV represents as a large business (under the OASIS+ Domain NAICS code in which their offer is made) DOES qualify as small business and can receive an award? In accordance with 13 CFR § 121.103(h)(2), Two firms approved by SBA to be a mentor and protégé under 13 CFR § 125.9 may joint venture as a small business for any Federal government prime contract or subcontract, provided the protégé qualifies as small for the size standard corresponding to the NAICS code assigned, and the joint venture meets all SBA regulations and requirements cited in CFR, as appropriate. The Government will rely on these regulations and the offeror's certification.
OtherWill the government please clarify that for an SBA Mentor-Protégé joint venture OASIS+ 8(a) IDIQ, a minimum of two Relevant Qualifying Project (QPs) must be from the 8(a) Protégé for each proposed Domain or if minimum of one Relevant QP must be from the protégé, if the protégé is an 8a firm? The specific requirements for Qualifying Projects, including any rules specific to joint ventures and mentor-protégé arrangements, will be detailed in the final solicitation.
OtherThe last table of size standards was updated on 3/17/23. The next update is due shortly and will most likely occur before the awards are made. With those tables out shortly, will there be consideration of the increases to the size standards that will occur for companies on the cusp of graduating out of the size category? In accordance with federal regulations, an offeror's size is determined as of the date of their proposal submission in response to the solicitation.
OtherCan you confirm that projects performed under a mentor-protégé JV relationship qualify as projects for the offeror's scorecard? The rules for how experience from a mentor-protégé JV can be used will be detailed in the final solicitation, in accordance with applicable SBA regulations.
Technical CapabilitiesWill existing documents in Symphony from the awarded OASIS+ solicitation be eligible to be reused in the current solicitation? (Note: This refers to documents that are used across all domains. For example, financial statements, ISO certifications, etc.)Refer to Question 70.
Language, documents, and InstructionsWhen do you expect to onboard for this opportunity?Refer to Question 5.
Source Selection CriteriaDo we still have time to submit this response if we have not submitted for Phase I, or does this include Phase I?Yes. All interested parties may respond to this RFI regardless of Phase I participation.
Solicitation TimelineHow would be updated on the next steps for this opportunity?Refer to Question 5.
Is there a specific Domain to pursue, or can we pursue multiple domains?Yes, OASIS+ allows contractors to pursue multiple domains when submitting proposals. The OASIS+ program is designed with a flexible, expandable, domain-based structure, and contractors can add domains to their contracts through a modification process. See response to Question 243 for additional information about proposal submission requirements for multiple domains.
