Update #4 ·
ATTENTION: ALL INTERESTED OFFERORS MUST READ:
Vendors should carefully read each CLIN and offer pricing according to the level of effort required and labor categories (wage determination) used to perform that particular CLIN. For instance, new vehicles requiring the marshaler to perform PDI, result in a higher level of effort, whereas new vehicles with Dealer Delivery require a lower level of effort by the marshaler. The pricing for each CLIN therefore should be a result of the actual level of effort/labor categories (ref wage determination).
Vendors are cautioned that use of other methods for pricing, such as total offered price distributed as averages among CLINs, may result in unrealistic expectations and outcomes not favorable to both the Government and the marshaler.
Interested Offerors are reminded that the Government does not guarantee a marshaling vendor will definitely process the exact numbers of estimated vehicles during the 12-month period of performance. Additionally, the Government cannot guarantee that every CLIN will be utilized during the 12-month period of performance. Therefore, the Government encourages vendors to offer pricing that accurately reflects each CLIN (effort, labor categories, wage determination) independently to arrive at the total offered price.
