The Department of the Interior National Park Service Southeast Region seeks hazard tree removal, road prism clearing, and vista clearing services at Great Smoky Mountains National Park, with proposals due September 7, 2026, and questions due August 18, 2026. The procurement is a Total Small Business Set-Aside under NAICS 561730 (Landscaping Services).

Place of performance spans Blount and Sevier Counties, Tennessee, and Swain County, North Carolina, across 13 designated road segments and multiple scenic vista locations within the park. The period of performance runs September 28, 2026, through September 27, 2027, with options available for up to six months additional extension.

Scope requires removal of hazard trees bearing major defects within 50 to 100 feet of roadways and campsites; all trees over 6 inches diameter with potential bat habitat must be removed between November 15 and March 31. Road prism clearing must restore sight distances through selective vegetation removal maintaining natural scalloped edges. Vista clearing requires removal of trees and tall-growing shrubs within specified vista depths, with stump treatment using 25% Garlon 4 Ultra herbicide. The contractor must have an ISA Board Certified Master Arborist on-site during all tree work, maintain 80 percent minimum tree identification accuracy, and haul 70–90 percent of felled trees from park property. Work is prohibited on weekends, federal holidays, October, and June 15–August 15 (peak summer season).

Service Contract Act wage determinations apply for Tennessee (WD 2015-4643, Revision 31, and WD 2015-4667, Revision 32) and North Carolina (WD 2015-4417, Revision 31), all effective May 13, 2026. Contractors must maintain liability insurance of at least $50,000 per person, $100,000 per occurrence, and $100,000 property damage, and must register in SAM.gov with a valid Unique Entity ID.
