Update #5 · Latest ·
USAID is finalizing negotiations with Sida for the GOLD procurement; therefore it is expected that the final RFP publication will take place within the next 2 weeks. Due to end of fiscal year time constraints, USAID expects that offerors will only be given four weeks for the preparation of their proposals. The final version of the RFP will not differ greatly from the current draft posted, so USAID highly recommends that offerors start preparing their proposals.
Update #4 ·
The purpose of the amendment posted on 03.06.13 is to share revised draft RFP and questions & answers with interested parties.
Update #3 ·
The deadline for the submission of questions and comments on the draft RFP is Friday, February 15, 4PM Local (Budapest) Time.
Update #2 ·
The draft Request for Proposal (RFP) is released for informational purposes only, with the sole purpose of providing interested offerors the opportunity to familiarize themselves with the content of the RFP and to submit comments on any sections of the RFP, excluding the Statement of Objectives (SOO). No comments on the SOO will be taken at this time. In addition, USAID hereby informs interested offerors that Sida’s commitment and approval of funding the GOLD procurement has not been finalized yet; approval of Sida is expected around the third week of February, 2013. At this moment, we do not plan to publish the final RFP until we have formal Sida agreement. In order to make award by September 30, 2013, interested offerors are warned that the closing date for the submission of proposals will be 5 or 6 weeks after final solicitation publication.
This notice is not a formal solicitation or request for proposal. This public notice does not constitute an obligation or endorsement by USAID or Sida that any donor funding or support will be provided in connection with the initiatives described above. Any planned undertakings of USAID and Sida pursuant to GOLD are subject to internal approvals, the availability of funds of each respective donor and donor regulations, as well as further agreement between USAID and Sida.
