The contract will cover maintenance services for approximately 129 acres across the Dalecarlia and McMillan Water Treatment Plants, which supply potable water to approximately one million people in the District of Columbia, Northern Virginia, and federal government facilities. The contractor will be responsible for providing all necessary labor, supervision, tools, materials, equipment, and management to perform ground maintenance in accordance with specified contract requirements. The solicitation, identified as W912DR25QA005, falls under NAICS code 561730 for Landscaping Services and will have a small business size standard of $9,500,000. The pre-solicitation notice indicates that the full solicitation will be electronically available on or about April 25, 2025, through Procurement Integrated Enterprise Environment (PIEE) and SAM.gov, with responses due by April 14, 2025.
The procurement is designated as an Economically Disadvantaged Women-Owned Small Business (EDWOSB) set-aside, which means only qualifying firms can compete for the contract. While specific award values are not explicitly stated, the contract will involve maintenance services with billing reflecting actual quantities provided, which may fluctuate based on environmental conditions such as drought or flooding. The scope of work includes maintaining ground areas across multiple water treatment plant locations, with the contractor expected to adapt to potential variations in service requirements as determined by the Contracting Officer's Representative. The contract will cover comprehensive ground maintenance across approximately 129 acres, serving critical water infrastructure that supports drinking water operations for multiple jurisdictions. Potential bidders should carefully review the draft Performance Work Statement and be prepared to demonstrate capabilities in landscaping and grounds maintenance services for large-scale municipal water treatment facilities.
