About this opportunity

Customs and Border Protection is issuing a sole source justification with a response deadline of October 2, 2026, for armed ground transportation and facility guard services along the Southwest Border in Arizona and California, and intends to award a task order exclusively to ISS Action Inc. under GSA schedule contract GS-07F-072GA.

CBP asserts that only one source is capable of performing the required services due to their unique and highly specialized nature. ISS Action Inc., the incumbent contractor based in Punta Gorda, Florida, currently operates a fully equipped fleet of vehicles with detention packages, camera systems, and communications systems; maintains approximately 130 trained, armed, uniformed personnel with Commercial Driver's License qualifications and required security clearances; and has established 24/7 dispatch and management processes integrated with CBP's operational and emergency response systems.

The sole source award covers a base period of two months plus one optional month for detainee transportation and guard services across four Border Patrol sectors: Tucson, Yuma, El Centro, and San Diego. CBP estimates that any new vendor would require a minimum 30–60 days for background clearances plus substantial additional time to acquire vehicles, recruit and train personnel, and integrate operational processes. The justification, dated September 29, 2026, cites the need for service continuity following prior bridge task orders and to allow a 90-day transition period to a newly awarded Blanket Purchase Agreement issued August 31, 2026.

Notice text

Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order. Currently, only one source is capable of providing the services required to provide ground transportation and facility guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.
