About this opportunity

The U.S. Customs and Border Protection (CBP), a division of the Department of Homeland Security, issued a Special Notice on April 3, 2026, regarding ground transportation services in Arizona and California. CBP intends to award a sole source task order modification to extend performance on an existing contract rather than compete the requirement among multiple sources. The modification will be made pursuant to GSAR 538.7104-3 and will be awarded against GSA schedule contract GS-07F-072GA. The notice represents CBP's determination that only one contractor currently possesses the capability to perform the required services. This Special Notice indicates CBP's intent to proceed with a non-competitive award and provides notification of that decision to the contracting community.

The objective of this task order modification is to extend armed ground transportation and facility guard services supporting detainee movement operations along the United States Southwest Border within the Arizona and California Corridor, covering the Tucson, Yuma, El Centro, and San Diego Border Patrol sectors. CBP requires the contractor to provide certified, armed transportation officers and vehicles equipped with detention packages, camera systems, and communication systems. The sole source award is being made to ISS Action Inc., which CBP has determined possesses unique and highly specialized capacity, including approximately 130 fully trained, armed, uniformed Commercial Driver's License drivers across the four sectors, and suspension of services would create unacceptable risks to detainee safety and force Border Patrol agents to divert from mission-critical law enforcement duties. The Special Notice was posted on April 3, 2026, with a due date of April 4, 2026, providing minimal time for any protests or inquiries. Only ISS Action Inc. is eligible to receive this task order modification, as it is the incumbent contractor already certified and operating under the existing GSA schedule contract.

Notice text

Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order modification to extend the period of performance on a current task order. Currently, only one source is capable of providing the services required to provide transportation and guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order modification will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.
