About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify potential sources capable of providing comprehensive support for the Ground Handling Operation and Support Trailer (GHOST), which is used to install and remove AC-130J Precision Strike Package roll-on/roll-off pallets. The government seeks contractors who can deliver a level three technical data package (TDP), an intermediate level maintenance manual, sustaining engineering services, and recurring maintenance support for the GHOST Trailer (PN: 44678-301). Key requirements include the contractor furnishing all materials, support equipment, tools, test equipment, and services, while maintaining and calibrating all support equipment at their facilities. The government emphasizes that it does not own the technical data for the GHOST Trailer and has determined the system is not a commercial item. Potential contractors must submit responses to this Request for Information within 15 days of posting, with the current due date being October 23, 2025, and must complete a detailed Contractor Capability Survey demonstrating their repair capabilities, manufacturing capabilities, and engineering services.
This opportunity does not utilize any set-aside designation and is open to both large and small businesses, with joint ventures and teaming arrangements encouraged. United Aeronautical Corporation is identified as the original equipment manufacturer of the GHOST Trailer, positioning them as a potential incumbent or key player in any future solicitation. The notice does not specify award values or budget ranges, as this is strictly a market research RFI for planning purposes only. The government has not yet determined the level of security clearance required or the amount of foreign participation that will be permitted in this requirement. The GHOST Trailer has not been assigned standard military classification codes (AMC, AMSC, RMC, RMSC), indicating it has not completed standard screening processes. The government cautions that this RFI does not guarantee a future solicitation or contract award will be issued.
