Update #1 ·
The VA Puget Sound Health Care System (VAPSHCS) has an ongoing requirement for ground ambulance services. To meet this need the VAPSHCS is in the process of obtaining approvals to award at least one agreement; however, the current contract will expire prior to the establishment of the pending agreement(s). As such, the VAPSHCS intends to award a bridge agreement to provide services for 3 months. This is NOT a solicitation. Responsible Contractors must submit a request to obtain RFQ in time to provide a proposal by 02/27/2009. DESCRIPTION: Furnish all personnel and equipment necessary to provide emergent and non-emergent ground ambulance services for eligible beneficiaries of the VA Puget Sound Healthcare system (VAPSHCS), Seattle and Tacoma, WA. Services must be available twenty-four (24) hours per day, seven (7) days per week, including all holidays. 2. Upon the request of the VAPSHC, the Contractor will provide Basic Life Support (BLS), Advanced Life Support (ALS) and Critical Care Transport (CCT) ambulance transports of patients to designated locations. The Contractor may be required to transport patients to another facility for treatment or tests, wait, and transport same patient to a pre-determined destination. The services discussed in this solicitation will cover all of Western Washington and may include Eastern Washington, Oregon and Idaho. 3. The vehicles, personnel and services rendered will conform to all federal, state and local statues, rules and regulations; including, but not limited to, RCW 18.71, RCW 18.71, RCW 18.73, WAC 248-15, WAC 248-17 and other applicable RCW and WAC (http://www1.leg.wa.gov/legislature) supplements promulgated by the State of Washington, Department of Social and Health Services. 4. The Contractor's personnel will practice the utmost discretion when discussing the patient's condition with hospital professionals in the presence of the patient and relatives.5. The Contractor will ensure that all patient information is processed in accordance with Health Insurance Portability and Accountability Act (HIPAA). Appropriate administrative and medical information will be provided to the Contractor for patient transport. If the medical record is transported with the patient, it may be used as a source of information if the situation warrants. In all other instances, all documents will remain intact and secured. 6. The Contractor will maintain the highest quality standards of both patient and medical care. The "care" will be, at a minimum, consistent with current "community standards" of medical practice and the standards established by the medical staff of the VAPSHCS. Patient and medical care practices which appear to be inconsistent with the quality level of care expected by the VAPSHCS medical staff will be evaluated by a team of VAPSHCS clinical staff. The results of this evaluation will be communicated to the Contractor and their Medical Advisor through the Contracting Officer or Contracting Officer's Technical Representative (COTR). All responsible businesses submitting an offer responsive to the requirements in the solicitation will be considered for an award.
