About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), a civilian agency within the Department of Commerce, has issued a Special Notice for maintenance services on the NOAA Ship Bell M. Shimada. The notice is a sole source procurement targeting Tees White Grill, the original equipment manufacturer (OEM) for the ship's bow thruster controls and Human-Machine Interface (HMI). The federal contract opportunity, identified with the ID e896ab2025db407d84a2aac768524259, was posted on April 17, 2025, with a due date of April 2, 2025. The notice falls under the Ship Building and Repairing NAICS category (336611) and the Marine Equipment Maintenance PSC category (J020).
The primary objective of this Special Notice is to procure a comprehensive dockside maintenance service for the Shimada's bow thruster control system. The work involves a two-day service where a Tees White Gill technician will perform a detailed system groom, verifying system performance and installing the latest firmware and software. The service is scheduled to be conducted either in Newport, OR or San Diego, CA, with the current dockside location set for San Diego from March 15-20, 2025. All maintenance must strictly adhere to ABS rules and be performed either directly by the OEM or under their explicit direction. Port engineer Jerry Sheehan (jerome.sheehan@noaa.gov, 541-600-7992) will coordinate the maintenance activities. As a sole source notice, the opportunity is explicitly directed to Tees White Grill, effectively limiting contractor eligibility to this specific manufacturer.
