About this opportunity

DLA Maritime Puget Sound seeks procurement of 400 drums of high-carbon cast-steel grit (GRIT, STEEL, SHOT) meeting SAE J1993 and SAE J444 specifications, with proposals due August 31, 2026. This is a women-owned small business set-aside and sole-source award intended for Ervin Industries, Inc.

Delivery is to Puget Sound Naval Shipyard IMF in Bremerton, Washington in four partial shipments between September 8 and October 7, 2026, on an FOB Destination basis. The procurement is structured as a firm fixed-price supply contract using commercial and simplified acquisition procedures under FAR Parts 12 and 13.5.

Material must be newly manufactured; recycled grit is not acceptable. Grit must achieve hardness of 54 to 61 HRC (HCS G(1)L classification) and meet durability requirements per SSPC AB3 SEC 5.2.4. Packaging requires steel drums with poly liners sealed inside and outside, and pallets with poly coverage. All containers must be marked per MIL-STD-129 with reference to DLA Procurement Note C20. Sampling methodology is non-standard, prohibiting ASTM B215 Method B, Keystone Samplers, and sample splitters; representative samples must be drawn per a defined schedule with ninety percent of hardness readings required to fall within specification. A critical rejection provision specifies that if one sample fails, the entire order is rejected with no requirement for batch-by-batch testing. For Preferred Source of NSN orders with IAC codes [01] and [06], a 100 percent sample rate applies.

Contractor must provide a Certificate of Compliance per DI-MISC-81356A through WAWF, retain supply chain traceability documentation for five years post-delivery, and ensure personnel obtain Defense Biometric Identification System credentials for base access at Navy Base Kitsap. Inspection is at QA level 3 requiring 45 days. The NAICS code is 327910 (Abrasive Product Manufacturing) and PSC is 5350 (Abrasive Materials). Questions are directed to Vera Anderson at Vera.Anderson@dla.mil.
