About this opportunity

The Defense Logistics Agency (DLA) Land and Maritime is conducting market research for a potential Indefinite Quantity Contract (IQC) for DoD-managed valve products, with a specific focus on obtaining alternative sources for specialized valve components. The solicitation covers 34 different valve-related National Stock Numbers (NSNs), including globe, solenoid, check, and diaphragm valves, as well as associated valve components and repair kits. Potential vendors must provide a comprehensive data package that includes both approved and alternate parts for evaluation, operating under the authority of 10 U.S.C. 3204(a)(1) for approved sources. The agency is specifically seeking additional manufacturers capable of producing these specialized valve items, with a critical requirement that vendors demonstrate the ability to supply complete technical data for the products. Responses to the market research are due by May 6, 2025, and vendors must complete a detailed market questionnaire documenting their manufacturing capabilities, pricing structures, and potential for small business participation.

The pre-solicitation notice indicates no specific set-aside designations, with Griswold Industries currently identified as an approved source for these valve products. The potential contract is expected to range from 3 to 5 years in length, potentially including a base three-year period with additional one-year option periods. While specific award values are not explicitly stated, the market research spreadsheet suggests significant annual demand across the 34 valve-related NSN items. Potential contract delivery mechanisms include Customer Direct shipments, DLA Direct stock replenishment, and Foreign Military Sales (FMS) shipments. The solicitation targets vendors in the Industrial Valve Manufacturing sector (NAICS 332911) with specific product service code 4820 for nonpowered valves, and requires vendors to demonstrate flexibility in pricing, commercial sales history, and the ability to provide comprehensive cost or pricing documentation.
