This procurement is a Total Small Business set-aside under NAICS 561710, with firm-fixed-price award to one qualified small business concern.

Place of performance is Willows, California and subordinate work centers (Stonyford, Elk Creek, and Alder Springs). The contract runs from May 1, 2026 through June 30, 2027 as the base year, with up to four optional one-year renewal periods through April 30, 2031. Three sites require 12 monthly treatments year-round; Alder Springs Work Center requires six monthly treatments May through October only. Services include interior and exterior spraying along baseboards and walls, rodent trap placement and restocking at intervals of one trap per 20 linear feet, and disposal of filled traps. Treatments must occur Monday through Friday between 8:00 AM and 4:30 PM. All pesticides must be EPA-registered and acceptable to jurisdictional authorities, formulated in aqueous solution with minimum two-month service life. Personnel applying pesticides must be licensed specialists trained in safe application. The contractor must submit manufacturer literature, material safety data sheets, and a pesticide list with trade names, active ingredient percentages, and registration numbers prior to work commencement.

Amendment 1, posted May 14, clarifies that subcontracting is allowed; the original Section 7.0 prohibition has been deleted. Quotations must include a completed Schedule of Items with pricing for the base year and all four option years, past performance references from the past three years, and representations and certifications. Evaluation uses lowest price technically acceptable criteria, initially evaluating only the lowest-priced offer for technical acceptability and past performance. Service Contract Act prevailing wage determination 2015-5673, Revision 28 (effective March 30, 2026) applies to Colusa, Glenn, and Tehama counties. The contractor must provide Worker's Compensation Insurance (unless working alone), obtain all necessary licenses and permits, comply with OSHA and Hazard Communication training requirements, and maintain liability for property and personal damage. Call-when-needed services are available on an as-needed basis between regular treatments with a 48-hour response requirement.
